0 Visual Labs <br />Response to Request for Proposal - SBPD Body Camera/In-Car Video Project <br />General Notes: <br />As discussed below, the Visual Labs solution uses an Android smartphone as the body worn <br />camera recording device. This provides the agency with many options for hardware devices, all <br />of which are off -the -shelf and non-proprietary. The exact model(s) of smartphone used can be <br />selected by the agency. Accordingly, there, is not a unique specification sheet for the hardware <br />deployed with the Visual Labs solution. Many of the answers provided below relate to the <br />Kyocera Dura,Force PRO, a ruggedized smartphone that is very popular with Visual Labs clients. <br />A specification sheet for that device is attached. If a different model of smartphone was <br />chosen, some of the responses might be slightly different. <br />With respect to the in -car video system, a second smartphone recording device would be <br />mounted in a patrol vehicle, to serve as an in -car video system. At SBPID's option, the device <br />could be connected to an LTE cellular network (see cost proposal in -car option two). The Visual <br />Labs in -car video solution is very robust and cost-effective. However, we have noted that many <br />cities, including Oakland, CA, Orlando, FL and Tulsa, OK, have recently eliminated their In -car <br />video system due to officer safety, budgetary and/or usefulness concerns. Accordingly, we <br />have provided separate pricing for the body camera solution, as well as two options for the in - <br />car video solution so that SBPD can consider various alternatives. <br />The following information is provided with respect to the requirements set forth in the RFP. <br />A. Requirements -Meeting Specifications <br />1. With the Visual Labs solution, there is no need for an officer to return to the station to <br />manually offload video. All body camera footage can be automatically offloaded (uploaded) <br />from the field without any intervention from the officer. The recording device can be, but does <br />not need to be, within the "bubble" of the in -vehicle WIFI hotspot for the upload to occur. <br />Further, because footage can be uploaded without the need to connect to an external <br />hardware device, the automatic upload feature can also be easily used by officers on <br />motorcycle, bicycle or foot patrol, or otherwise when not near a patrol vehicle, such as <br />immediately after a foot pursuit. <br />2. All video (body or in -car) can be offloaded directly to a SBPD-approved access point via <br />a secure wireless connection and without the need for a hard -wired connection, physical <br />docking of the camera, separate storage device, or USB drive. <br />607 Menlo Avenue Menlo Park, CA 94025 (818) 919-9802 <br />
