City of South Bend, Indiana <br />September 1, 2017 <br />Page 2 <br />The body camera system is an "all -in -one" solution where the only device needed is the <br />smartphone -- that is, there is not a requirement for any external hardware or equipment (e.g. <br />router, docking station, wiring, installation). Further, in addition to use as a body camera, the <br />solution provides functionality as a digital camera, an audio recorder, a personnel locator and a <br />smartphone -- capable of making telephone calls, sending text messages, etc, from anywhere <br />with cellular coverage. To our knowledge, there is not any other body camera solution on the <br />market today that can provide all this functionality using a single hardware device. <br />One of many attributes that sets the Visual Labs solution apart from its competitors is the <br />speed of implementation. Because a smartphone is the only device needed, Visual Labs can <br />fully implement its body camera solution in around 30 days, as has been done with multiple <br />agencies of over 100 officers. In fact, the body camera solution was implemented in less than <br />one day with an agency that already had sm,artphones. our references will verify the ease and <br />speed of implementation. <br />Another key point to the Visual Labs solution is the use of non-proprietary hardware. With our <br />solution, SBPD could use any off -the -shelf Android smartphone (at least version 5,0). Further, <br />cellular providers will generally provide government customers with free smartphones and will <br />also provide free hardware upgrades every year or so. This insures that SBPD will always be <br />able to obtain the latest hardware technology with body camera devices always under <br />warranty. <br />We encourage SBPD to contact the City of Fontana, California Police Department, an agency <br />with 200 sworn officers. After years of research and a public RFP process, the Visual Labs <br />solution was chosen above seven other well-known competitors. We think Fontana Police Chief <br />Robert Ramsey said it best about our system, "This is top -of -the -line technology." <br />A check in the amount of $5,000 is enclosed in lieu of a bid bond. <br />This proposal shall remain firm and open for a period of ninety (90) days from the date of <br />opening.
