goo <br />Visual Labs <br />Response to Request for Proposal - 5BPD Body Camera/In-Car Video Project <br />September 1, 2017 <br />City of South Bend, Indiana <br />Board, of Public Works -County City Building <br />227 West Jefferson Boulevard, Suite 1316 <br />South Bend, IN 46601 <br />*T91 VIVII "M I Ke- =1 <br />Visual Labs, Inc. is pleased to respond to the Request for Proposal regarding the South Bend <br />Police Department (SBPD) Body Camera/In-Car Video Project. As you will see in this response <br />to the RFP, the Visual Labs solution is unique in that it does not rely on proprietary vendor <br />hardware. The solution uses a fully -functioning, off -the -shelf smartphone -- a "smart device" -- <br />as the video/audio recording device. The choice of hardware is at the discretion of the agency. <br />By using a connected device, the solution provides significant enhancements to officer safety, <br />such as the ability to view a livestrearn video from an officer's camera, and even remotely <br />Initiate that livestrearn if needed. <br />As a point of emphasis, the livestrearning capability and other officer safety features are <br />available wherever sufficient cellular data connectivity exists. In other words, these features <br />are NOT dependent on an officer being physically nearby a separate hardware device, for <br />example, a router in a vehicle. Accordingly, the features of the Visual Labs body camera system <br />are available to officers on foot or bicycle patrol, and when an officer is away from a vehicle, <br />such as in a foot pursuit. This is not the case with certain other systems on the market. <br />We understand that the SBPD has been field testing body cameras and in -car camera systems <br />for quite some time. You may know that we were not part of that field testing program, <br />possibly because SBPD was not aware that our, solution existed. As you will see by our response <br />to the RFP, we meet virtually every single requirement set forth. Further, we believe we will <br />be the most cost-effective solution, one that officers will find to be the easiest to use, and a <br />solution that can be, deployed extremely quickly and efficiently. <br />Upon review of the RFP, it appears that It was written with one specific vendor in mind., <br />Nonetheless, we are undertaking the effort to respond to the RFP in the hopes that SBPD will <br />act in good faith and fairly evaluate all responses, and that it has not pre -selected a preferred <br />vendor from the field testing program. <br />607 Menlo Avenue Menlo Park, CA 94025 (818) 919-9802 <br />
