SLBE will be granted bidding~preference on all constructions contracts as long as <br />they are consider by the City to be in full compliance of the CitX's Affirmative Action <br />Articles as they apply to W/MBE Contracting and minority and women employ <br />guidelines. SLBE must be register in the City as a formal business entity and meet the <br />following, standards: <br />(1) Local Business with annual revenues of $3 million or less. <br />(2) Less than 100 employees <br />(3) Local Contracting License <br />(p) Subcontractor means andperson, partnership, corporation, association or joint <br />venture which supplies an~of the work, labor; services, supplies, equipment, materials or <br />any combination of the fore oing~under a contract with the contractor on a City contract. <br />~q) "Women Business Enterrise," hereinafter referred to as "WBE") means a business <br />concern and "Women Business Enterprise'.' (hereinafter referred to as "WBE" means any <br />minority-owned business which has been certified under the requirements of this <br />chapter. <br />(1) Which is at least fifty-one percent 51% owned by one or more minority <br />individuals, or, in the case of andpublicly owned business, at least fifty-one <br />percent (51 %) of the stock of which is owned by one or more minority <br />individuals; and <br />(2) Whose management and daily business operations are controlled by one or <br />more of the minorityindividuals who own it. <br />SECTION II. Article 2 of Chapter 14.5 of the South Bend Municipal Code is amended <br />to read as follows; <br />ARTICLE 2. DIVERSITY ACTION IN EMPLOYMENT <br />Sec. 14.5-3. Application of this article. <br />This article shall apply to all City departments, agencies, boards and commissions. <br />Sec. 14.5-4. t1~€ii~t~i~e Diversi action procedures. <br />(a) Recruitment. Each department, agency, board or commission of the City involved in <br />recruitment of employees shall: <br />(1) Analyze current recruiting methods and revise those methods which reflect any <br />discriminatory practice; <br /> <br />
