REGULAR MEETING <br />MAY 14, 2007 <br />Mr. John Sellers, Community & Economic Development, 12~` Floor County-City <br />Building, 227 W. Jefferson Blvd., South Bend, Indiana, made the presentation for this <br />bill. <br />Mr. Sellers advised that this bill would appropriate Emergency Shelter Grant entitlement <br />funds received by the City of South Bend for 2007. These funds were included in <br />information shared with the Council on September 27, 2006. The City received $830.00 <br />more than was expected. This bill will appropriate the unexpected funds. <br />This being the time heretofore set for the Public Hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. <br />There being no one present wishing to speak to the Council either in favor of or in <br />opposition to this bill, Councilmember Dieter made a motion for favorable <br />recommendation to full Council concerning this bill. Councilmember Rouse seconded <br />the motion which carried by a voice vote of eight (8) ayes. <br />BILL NO. 25-07 PUBLIC HEARING ON A BILL OF THE COMMON <br />COUNCIL OF THE CITY OF SOUTH BEND, INDIANA <br />APPROPRIATING $62,000.00 FROM FUND NO. 401 <br />(COVELESKI STADIUM CAPITAL FUND) AND <br />$51,525.00 FROM FUND NO. 655 (LEAF COLLECTION <br />AND REMOVAL FUND) FOR CAPITAL <br />EXPENDITURES <br />Councilmember Charlotte Pfeifer, Chairperson, Personnel & Finance Committee, <br />reported that this committee held a Public Hearing on this bill this afternoon and voted to <br />send it to the full Council with a favorable recommendation. <br />Mr. Phil St. Clair, Superintendent, South Bend Parks Department, 321 E. Walter, Street, <br />South Bend, Indiana, and Mr. Gary Gilot, Director, Public Works, 13~` Floor County-City <br />Building, South Bend, Indiana made the presentation for this bill. <br />Mr. St. Clair stated that this bill would appropriate $62,500 from Coveleski Stadium <br />Capital Fund No. 401 for needed expenditures relating to the stadium plumbing and air <br />conditioning system, repainting, parking lot upgrade, and gutter cleaning and repair. <br />Mr. Gary Gilot stated that this bill also seeks appropriation of $51,525 from the Leaf <br />Collection and Removal Fund No. 655 to replace the engines and axles of three vehicles <br />and refurbishment of three leaf boxes used in the Releaf Progrm. <br />Councilmember Dieter asked Mr. St. Clair if that amount from the Coveleski Stadium <br />Capital Fund No. 401 includes the outlying areas, such as trimming, mulch, and <br />landscaping or is that included in regular maintenance. <br />Mr. St. Clair stated that he does not have any landscaping upgrades in this request. Mr. <br />St. Clair advised that most of the landscaping upgrades are done through the Park <br />Department's regular operations. <br />Dr. Varner asked for clarification from Mr. St. Clair. Dr. Varner stated that it is money <br />that the baseball stadium puts in, it is really the rent. <br />Mr. St. Clair stated that in prior years it has been part of the lease agreement. <br />This being the time heretofore set for the Public Hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. <br />There being no one present wishing to speak to the Council either in favor of or in <br />opposition to this bill, Councihnember Dieter made a motion for favorable <br />
