SPECIAL MEETING NOVEMBER 30, 2010 <br /> <br /> <br /> <br />can’t separate the team from the stadium because if we wouldn’t have a stadium we <br />wouldn’t have a team. <br /> <br />Councilmember Henry Davis stated maybe, it what comes first the chicken or the egg. <br />He stated that he really doesn’t have a clear picture. He stated that he really wants to <br />vote for this because he has seen the plans and can vision the project, but what he doesn’t <br />see is that the city has done their homework. He stated that he has talked about the <br />market forces, the developers and the potential of wanting to develop in that area. He <br />stated that the all the answers to those questions were no or went unanswered, so why <br />nd <br />would he as 2 District Councilmember want to vote for a project like this. <br /> <br />Mayor Luecke responded that he believes that all of the questions were answered, they <br />might have not been the answer’s that Councilmember Henry Davis was looking for. <br /> <br />Councilmember Henry Davis stated that he is just no sold on this project and has had <br />nd <br />many of his constituents in the 2 District ask him to vote against this project. He has <br />had other people on the other hand say votes for this, he wants to be sold on this project. <br /> <br />Mayor Luecke stated that they have given their best shot on the presentations that have <br />been made. Again the investment in the Cove will make a much better facility for <br />communities that attend and will provide an opportunity for community usage it will be <br />an opportunity to attract private investment as they have seen interest in discussions with <br />developers. <br /> <br />Councilmember Varner stated that the team value is relative to the revenue stream. On <br />one is going to pay more than the revenue stream is willing to pay. He stated that the <br />vision has to be from point “A” to point “B.” He asked the Mayor if there was going to <br />be a general obligation clause in this bond. <br /> <br />Mayor Luecke responded no there is not. <br /> <br />Councilmember Varner advised that he willing to go forward only on certain renovations. <br />He stated that there needs to be a list of essential items and a dollar figure to go along <br />with those items. He stated that if that cannot be achieved he cannot go along with the <br />project because he has been left short on too many visions. <br /> <br />Councilmember Dieter disclosed that he is a member of the South Bend Police <br />Department and works part-time at the Coveleski Stadium, and after discussion with <br />Council Attorney Kathleen Cekanski-Farrand it was determined that no conflict of <br />interest exists. <br /> <br />Councilmember Dieter made a motion to send this bill to the full Council with a <br />favorable recommendation.
