Mr. Schlipp then was quoted saying “If the community <br />doesn’t want me there, then I don’t really want to be there. I would like to be in a <br />community that welcomes me and maybe there is somebody in the Michiana area farther <br />away from the residents and thought that this was a heavy industrial property and that this <br />would be a good location.” Now Mr. Schlipp is looking for any community that might <br />want his recycling business and his shredder.” Councilmember Davis asked if this <br />project could be moved to another Brownfield site that would be better suited to handle a <br />project like this. But ultimately the key to making a project like this work is <br />communication. He stated that he would like to see this bill voted down tonight and then <br />have it come back and work together to find a location that is better suited for a project <br />like this. <br /> <br />Councilmember Rouse stated that there are only 6 days left until the 60 day window is up <br />on this bill. <br /> <br />Councilmember Puzzello stated that she made a pro and con list and that the pros out <br />weighed the cons. She stated that she would like to see a yearly update report sent on the <br />written commitments that the petitioner is agreeing to make. Councilmember Puzzello <br />said she typically votes with a council member who feels strongly about a project in their <br />district, and she started out opposed to the shredder. But as the debate grew, she realized <br />that the issue affects the entire community, in light of the road and water improvements <br />and the new jobs. “I have questions about the pollution,” she noted. “We won’t know <br />until it shows up.” <br /> <br />Councilmember Varner stated that he isa little leery of the prospect of waiting until it’s <br /> <br />up and running before we find out what the problems are. He stated that the dynamics of <br />the project have grown out of proportion and it has now become a win lose situation <br />instead of a win/ win situation. He stated that he has seen the City work together with a <br />petitioner to help them relocate their business to a site more suitable and would like to see <br />that happen with this project. <br /> <br /> <br /> <br />Councilmember LaFountain stated that the area has been zoned industrial for decades and <br />the shredder won’t change that. They are already crushing cars out there and with the <br />written commitments in place he stated that he would be voting in favor of this bill. <br /> <br />Councilmember Rouse stated that he would really like to vote for this. The city needs the <br />economic development. He believes that Randy Schlipp will make a good proprietor. <br />However, he believes that this property is zone improperly; the road cannot handle the <br />load. If the city does not hook up water to the property and widen the road the project <br />won’t work and that tell him that there is a problem with the zoning? He stated that he <br />would like to see this project work and maybe working together with the Public Works <br />Department, Mr. Gilot’s office who has worked very diligently the past couple of weeks <br />to try to get the questions and concerns of the residents in the area answered. However, <br />until that is done he believes that not all the parameters have been met and they need to <br />girt up the project. Until that is done, he will be voting against this bill. <br /> <br />Councilmember White and Councilmember Dieter questioned how much the city would <br />be contributing to the road work that will have to be done. <br /> <br />Gary Gilot, Director, Public Works stated that the road work will cost about $500,000, <br />and the water main will cost of $250,000. He stated that Mr. Schlipp has agreed to split <br />those costs with the city, meaning each will pay $375,000. <br /> <br />Councilmember White thanked Councilmember Oliver Davis, The Schlipp Family, The <br />Residents of the Neighborhood, and Public Works Director Gary Gilot for their hard <br />work and trying to maintain a win/win situation for the parties involved. She asked what <br />the time line would be for the water and road improvements. <br /> <br />Gary Gilot, Director, Public Works advised that as the road as it exits today has enough <br />structural strength to take the forty (40) trucks and probably last another five (5) years. <br /> 31 <br /> <br />
