Area Board of Zoning Appeals - Apri17, 2410 <br />to a couple of items that came up. In the set of pictures that Pat had presented, he did show a possible plan <br />for the parking behind the homes and also in front of the duplex. It was kind of a colored plan with parking <br />an that. This is a work in the process. The parking tha#'s there right now is just a dirt parking area which <br />we're trying to get anything we do pavement wise, we' d like to do ail at once with regard to a new home if at <br />all possible. I guess one of the main issues why we're here for the new home site. We're 100 square feet <br />away from what's required by the City of South Bend. 100 square feet. I can move that back property line 2 <br />feet over and I have a lot that complies with that 4,000 square foot. The grandfathered use of that duplex, <br />it's going to continue to be a duplex. It's been there before the zoning ordinance came into effect in 1960. <br />My maps go back before 1950 and it was shown an there so it predates at least 60 years that that building has <br />been there. It may not of always been a duplex or some sort of facility was there, that the neighbors have <br />seen that building there probably longer than some of the people that have lived there now, the building has <br />been there. We've fixed it up. We've made, I thought, an improvement to the area and we would like to put <br />a new home on the vacant lot right there which would also be an improveixient other than a vacant lat. Pat <br />isn't an absentee owner. He lives here in South Bend in the Granger so he is here to address concerns or <br />complaints that may be on it and I think that is relevant to the number of complaints that the neighborhood <br />has gotten on this property since then. The University, they've done wonders for the area out, I'll be the first <br />to admit it even though I'm a Purdue grad. The fact that the University owns several properties out there. I <br />went through my list, the University's name comes up on six of the properties. They're an absent landlord <br />too. Na different than Pat living in Granger. The University owns several properties. A iot of them are that <br />works as professors grid stuff like that, or other employees but the University's name comes up on the tax <br />statement as owners of those properties that has houses on them. Sa they're not any different then we are an <br />putting a home on a piece of property and trying to provide something the University uses. Your comment <br />on supply and demand, the University can come up with a hundred million dollars for a new football stadium <br />but they can't come up with money for a new dorm building that can hawse another 10% of the students out <br />there. That would eliminate a lot of the problems. As long as there is a supply and demand you're going to <br />have the different people that rent properties. The domer.com out there, the Kramers, the people that are <br />taking advantage of the fact that the University had a hundred million dollars for a new stadium but they <br />couldn't afford to Pat a $100,000 for a piece of property that has two buildings on it. I'rn just throwing <br />numbers out there, l'rn not sure what the appraised values was, but it's kind of talkixig out of both sides of <br />your mouth. If you want to buy it, buy it. It was up for sale and they didn't. Pat did. He's cleaned it up, he's <br />fixed up. He's putting an investment into the area and would like to put another single family home on the <br />vacant piece up front. Pat has a few things to say also, <br />MR. PAT MATTHEWS: I would like to reiterate some of things that Terry mentioned and also to say that I <br />have a tremendous amount of respect for the home owners of the neighborhood and for Notre Dame and <br />Greg. I think that Notre Dame acts professionally and I think Greg does a great job representing Notre <br />Dame. With respect to some of these items they've brought up. I want to be a good neighbor and I've told <br />and talked with some ofthe people that have come up here before and I've given them my business card. <br />Some of these instances that they're referring to, I'm unaware of because I haven't been contacted. I haven't <br />contacted by the Neighborhood Code Enforcement, I haven't been contacted by the neighbors and as far as I <br />know, and I'm not looking for a pat on the back, but Pve improved the property and want to eon#inue to <br />improve the property.
