®CITY OF SOUTH BEND I OFFICE OF THE CLERK <br /> Bill No. 18-18- Ordinance Establishing New TIF Park Bond Debt, Capital Funds/Fire <br /> Station Debt Service and Capital Funds <br /> Ms. Hockenhull stated, The bill before you is simply asking to set up four(4)Funds for bonds that <br /> had been previously approved by Council. We are just setting up the Funds to receive the Funds <br /> in from the State and then spend the money on the Capital Projects. <br /> Committee Chair White opened the floor to members of the public wishing to speak in favor of or <br /> in opposition to the legislation. There were none. She then turned the floor back to the Committee <br /> for further continent or main motion. <br /> Committeemember Ferlic made a motion to send Bill No. 18-18 to the full Council with a favorable <br /> recommendation. Committeemember Williams-Preston seconded this motion which carried <br /> unanimously by a voice vote of four(4) ayes. <br /> Committee Chair White recognized an individual from the public wishing to speak. <br /> Jim Bognar, 807 W. Washington Street, stated, On October 9th, 2017, Councilmember Oliver <br /> Davis served as presenter of a bill that stated in 2014 the Department of Community Investment <br /> proposed a resolution to gather support for the City Cemetery, The Center for History, the <br /> Studebaker Museum, Leeper Park, all within the Riverwest Development Area and established a <br /> timeframe in doing so. The ordinance sets a deadline of April 1St for the process to begin. Oliver <br /> Davis stated, quote, "I was assured again by Dr. Mueller this afternoon that we are not waiting for <br /> April 1St and are working on that now." I am deeply concerned that agreements and resolutions <br /> have passed, but we are now at a Council meeting and there are no Council meetings until after <br /> April lsc and nothing has been done. We wanted to work on the City Cemetery. Where are we <br /> going to get the funds from? I'm wondering what Council will do about this? If you pass an <br /> ordinance, does it have any real value? You set a deadline. You are honoring people this evening <br /> and you do that on a regular basis. Do you have value in this? Will you follow through on this? <br /> Why is it taking so long to protect some of our key assets?I fully expected that it would have been <br /> up here sooner because we had agreements.If there is anything I am saying that is improper,please <br /> correct me. It is just that we have not followed through with this and I am deeply concerned about <br /> this matter. <br /> Committee Chair White replied, Thank you for coming before us. I do recall during the budget <br /> process that this concern was raised at that time.The Director of Community Investment was given <br /> the letter from the then-Director Mr. Scott Ford and he said he would look into that. We will look <br /> into that. I know there was a meeting about the City Cemetery last week. <br /> James Mueller, Executive Director of Community Investment with offices on the 14th floor of the <br /> County-City Building, replied, We have been actively pursuing adjusting the TIF boundary areas <br /> and have hit a few snags. We have been actively working to see where we are on that and what the <br /> current thinking is.
