eCITY OF SOUTH BEND I OFFICE OF THE CLERK <br /> Councilmember Dr. David Varner asked, Is that the same Liability Fund of which settlements are <br /> paid? <br /> Ms. Hockenhull confirmed, Yes. <br /> Councilmember Dr. David Varner followed up, Is there a standard to that? <br /> Ms. Hockenhull replied, It has typically been $1 million and we allocate that across all the <br /> Departments. <br /> Councilmember Dr. David Varner then asked, And the $900,000 from the Fund is intented to <br /> reimburse that account or is there a use for this? <br /> Ms. Hockenhull replied, There is not a use for that right now. We are just simply trying to bring it <br /> to $1 million. <br /> Committee Chair White opened the floor to members of the public wishing to speak in favor of or <br /> in opposition to the legislation. There were none. She then turned the floor back to the Committee <br /> for further comment or main motion. <br /> Committeemember Ferlic made a motion to send Substitute Bill No. 16-18 to the full Council with <br /> a favorable recommendation. Committeemember Williams-Preston seconded this motion which <br /> carried unanimously by a voice vote of four (4) ayes. <br /> Substitute Bill No. 17-18-March 2018 Appropriation Ordinance-Enterprise Funds <br /> Committeemember Ferlic made a motion to hear the Substitute of Bill No. 17-18. <br /> Committeemember Voorde seconded this motion which carried by a voice vote of four(4) ayes. <br /> Ms. Hockenhull stated, Before you is a bill for our Enterprise Fund. We are asking for $77,000 <br /> from our Parking Garage Fund to cover utilities that weren't originally budgeted for in our line- <br /> item budget. They were previously paid for from the block for block contract that we had so we <br /> are just asking to appropriate those. Our Water Works Operation and Maintenance Fund of <br /> $53,250 relates to the fact we have to transfer money from our Operating Fund to a Reserve Fund <br /> to keep up with our Bond Covenant requirements. That is simply transferring from one (1) Water <br /> Works Fund to another Water Works Fund. The last is the Century Center Capital Fund, we are <br /> asking to appropriate $20,000 just to spend down the SMG contribution that they gave us for <br /> capital back in 2013. <br /> Committee Chair White opened the floor to members of the public wishing to speak in favor of or <br /> in opposition to the legislation.
