2) The Engineer shall review 12-hour manual turning movement counts at the <br />intersections of a) Colfax Avenue and LaPorte Avenue and b) W. Lasalle Avenue and <br />LaPorte Avenue. <br />3) The Engineer shall review crash data (provided by Owner) for the most current three <br />(3) years for the intersections of Colfax Avenue/LaPorte Avenue and W. Lasalle <br />Avenue/LaPorte Avenue. <br />4) The Engineer shall coordinate with city traffic department who will provide an opinion <br />of the condition of the existing traffic signal equipment. <br />5) The Engineer shall distribute the traffic at the study intersection for the two-way <br />conversion. This distribution shall be made for both AM and PM peak periods and <br />shall be presented in tabular format. <br />6) The Engineer shall perform a traffic signal warrant analysis for the study intersection in <br />accordance with the Indiana Manual on Uniform Traffic Control Devices (IMUTCD). <br />7) The Engineer shall perform a multi -way stop warrant analysis for the study intersection <br />in accordance with the IMUTCD. <br />8) The Engineer shall perform a sight distance analysis for the study intersection in <br />accordance with the American Association of State Highway and Transportation <br />Officials (AASHTO). <br />9) The Engineer shall perform HCS intersection capacity analysis for 2017 AM & PM <br />peak only for Colfax/LaPorte; signal and/or stop controlled <br />10) Based on the preceding tasks, the Engineer shall recommend intersection <br />improvements for the study intersection. This task will include the general intersection <br />control recommendation, turn lane recommendations, storage and taper lane lengths, if <br />required. An opinion of probable construction cost will be prepared for the <br />recommended solution. Preparation of schematic plans of any recommended geometric <br />improvements are Not included in this task. <br />I1)If during the study it is determined that the existing traffic signal is warranted, the <br />Engineer shall coordinate with Ed Gleckler, City of South Bend Traffic and Lighting, <br />to determine the condition of the existing traffic signal equipment to verify that a signal <br />modification is the appropriate course of action. <br />b. The Engineer shall perform 12-hour manual turning movement counts at the intersections <br />of a) Colfax Avenue and LaPorte Avenue and b) W. Lasalle Avenue and LaPorte Avenue. <br />The traffic data is to be collected simultaneously at both intersections, from 6AM to 6PM <br />on a weekday. The Owner may elect to provide this information to the Consultant. <br />7. Furnish 3 review copies of the draft Report and any other deliverables to Owner within 30 <br />calendar days of the Effective Date and review it with Owner.
