REGULAR MEETING <br />JANUARY 9, 2017 <br />was disconnected. He asked that Council look into this matter. He also wanted to know why the <br />public cannot find out how many citations have been issued for gun fire in the City. <br />Sharon Banicki, 3822 Ford Street, South Bend, IN, stated that the Council had asked for a one <br />percent (1 %) raise last year, and now they are asking the public to pay for more than one percent <br />(1 %) in various utilities. She stated that they needed to be careful, because they are taking more <br />than they are giving, and people cannot afford that. <br />Charles Smith, 2023 South Taylor Street, South Bend, IN, stated that though the public has heard <br />many good things about the SBACC, they have not heard about issues of poor transparency. He <br />stated that an issue that upset the community was the request of absence by Valerie Schey, along <br />with the financial resources to give injured dogs a second chance at the SBACC — costing them, <br />so far, $14,000 in transferred funds to Kryder Veterinary Clinic. He stated that after a ninety (90) <br />day period, a dog would not be saved. He asked that this stipulation be reversed. Mr. Smith also <br />took issue with the hiring practices of the director of the SBACC. He stated that the Commission <br />has also violated the constitutional right of due process by knowingly delivering a notice to a <br />location where no one lived at the time of the notice. He concluded by addressing the fact that <br />the Chapter Five (5) revision needed to be continued by the same professional from the original <br />writing of Chapter Five (5). He stated that he had brought this issue to Councilmember Scott and <br />that Councilmember Scott had responded inappropriately. <br />Brenda Bailey, 3621 Cooper Court, South Bend, IN, asked the Council to consider replacement <br />of the current SBACC director. She stated that the ninety (90) day excommunication was very <br />unprofessional and served no purpose, and that it was causing a huge fallout. She stated that the <br />current director is unprofessional and is backed by others who have together created a witch hunt <br />against many local pet advocates and lost- and -found groups. She stated, Let us get back to the <br />harmony we had before. <br />Kelly Hogart, Huey Street, South Bend, IN, stated that the ambition of all of the City's plans is <br />predicated on good things happening. He stated that with a Trump administration and a <br />Republican- majority Congress, and the shaping of an oligarchy in the cabinet, he felt that the <br />City was one economic disaster away from all of their plans going bust. He stated, I hope you <br />people bear that in mind and prepare some sort of contingency that you could very well have a <br />whole bunch of vacant real estate. <br />Samuel Brown, 222 East Navarre Street, South Bend, IN, asked why the Privilege of the Floor <br />form had been discontinued. He also asked that the Council President to get back with him <br />regarding the parking issue on St. Joseph Street. <br />ADJOURNMENT <br />There being no further business to come before the Council, President Tim Scott adjourned the <br />meeting at 8:25 p.m. <br />12 <br />
