REGULAR MEETING JANUARY 9, 2017 PROPERTY LOCATED AT 1248 AND 1258 N. TWYCKENHAM DRIVE, COUNCILMANIC DISTRICT NO. 4 IN THE CITY OF SOUTH BEND, INDIANA Councilmember Gavin Ferlic made a motion to send Bill No. 04 -17 to the Zoning and Annexation Committee and the Area Plan Commission, and to set Second and Third Reading and Public Hearing for February 27th, 2017. Councilmember Jo M. Broden seconded the motion which carried by a voice vote of eight (8) ayes. 05-17 FIRST READING ON AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA AUTHORIZING THE CITY OF SOUTH BEND, INDIANA TO ISSUE ITS TAXABLE ECONOMIC DEVELOPMENT REVENUE BONDS, SERIES 2017 (EDDY ST. PHASE II) IN THE PRINCIPAL AMOUNT NOT TO EXCEED TWENTY -FIVE MILLION DOLLARS ($25,000,000) AND APPROVING OTHER ACTIONS IN RESPECT THERETO Councilmember Gavin Ferlic made a motion to send Bill No. 05 -17 to the Committee of the Whole, and to set Second and Third Reading and Public Hearing for February 27th, 2017. Councilmember Karen White seconded the motion which carried by a voice vote of eight (8) ayes. 06 -17 FIRST READING ON AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, REAFFIRMING ORDINANCE 10461 -16 FOR CUSTOMERS OUTSIDE THE CITY'S CORPORATE BOUNDARY Councilmember Gavin Ferlic made a motion to send Bill No. 06 -17 to the Utilities Committee, and to set Public Hearing for February 27th, 2017. Councilmember Karen White seconded the motion which carried by a voice vote of eight (8) ayes. UNFINISHED BUSINESS There was no unfinished business. NEW BUSINESS Councilmember Oliver Davis reminded the Council and public that there was to be an Area Plan Commission meeting on Januar. 171h, 2017 at 4:30 p.m. PRIVILEGE OF THE FLOOR Jesse Davis, P.O. Box 10205, South Bend, IN, stated, I understand that this is the City Council, but we supposedly have a new drug task force within St. Joseph County. He explained that a few teenagers in Mishawaka overdosed on drugs provided to them by a dealer from South Bend. Mr. Davis stated that he tried to look for the drug task force's contact information, to tip them off on the identity of the dealer, but could not find any, and so contacted the St. Joseph County Police's non - emergency number to see if he could give them the information, instead. The officer on the line told him that the task force did not accept information from the public, and after a bit of outcry from Mr. Davis, offered him a phone number (a South Bend number beginning with 235, therefore a City or County contact). When Mr. Davis called that number, he found that the line 11
