Assistant City Engineer Environmental Services City of South Bend 3113 Riverside Drive South Bend, IN 46628 INNOVATIVE IDEAS EXCEPTIONAL DESIGN UNMATCHED CLIENT SERVICE RE: Calvert Street Lift Station Replacement (Project No. 116-053) Bid Recommendation Dear Mr. Klosinski: On December 8, 2016, seven (7) bids were received and publicly opened by the City of South Bend Board of Public Works (Board) for the Calvert Street Lift Station Replacement Project. DLZ reviewed the submitted documents and offers the following analysis and recommendation: 1) A certified bid tabulation is attached and indicates that HRP Construction is the lowest, most responsive, and responsible bidder for this project. HRP acknowledged all addenda and provided all required documentation to be submitted with their bid. Their bid amount is $917,000.00 which is below the Engineer's estimate. 2) The bid for Haskins Underground was either missing the following items or had mathematical issues: a. The MBE/WBE Participation Form (MWBE-1.0) was not in the bid packet; b. The wrong bid form was utilized; and c. The correct total amount for bid item #16 was not provided. Items and c' as listed above would not affect the conclusion that HRP provided the lowest bid for the project. 3) Grand River Construction did not calculate their base bid total properly. Adding up the individual bid items, their total bid would be $1,247,014.00.
