9/13/71 <br />81 <br />The Board being duly advised in the premises, Lloyd S. Taylor moved that the <br />recommendation be approved and contract for said improvement be awarded to Rieth <br />Riley Construction Company, Inc.,.subject to the availability of funds under the <br />TOPICS (Traffic Operations Program for Increasing Capacity and Safety) Program. <br />The motion was seconded and carried. <br />ENGINEER'S RECOMMENDATION. <br />CONTRACT AWARDED <br />TOPICS IMPROVEMENT - PORTAGE AND ELWOOD INTERSECTION <br />Clyde E. Williams and Associates, Inc., consulting engineers, having reviewed <br />the bids received September 7, 1971, for the improvement of the intersection at <br />Portage and Elwood Avenues, recommends the award of contract for such improvement <br />to Rieth Riley Construction Company, Inc., on its low bid of $18,731.66. <br />The Board being duly advised in the premises, Lloyd S. Taylor moved that the <br />recommendation be approved and contract for said improvement be awarded to Rieth <br />Riley Construction Company, Inc., subject to the availability of funds under the <br />TOPICS (Traffic Operations Program for Increasing Capacity and Safety) Program. <br />The motion was seconded and carried. <br />AGREEMENT - PUBLIC SERVICE CAREERS PROGRAM <br />Agreement between the Civil City of South Bend and the St. Joseph County Board of <br />Commissioners, under date of August 19, 1971, for the correlation of the Public <br />Service Careers Program, was ordered filed. <br />PARKING METER APPROVED - 100 BLOCK N. MICHIGAN <br />Upon motion made, seconded and unanimously carried, the Board approved the recom- <br />mendation of the Traffic Engineering Department for the installation of a parking <br />meter in the 100 block of North Michigan Avenue at the entrance of Columbia Court. <br />TRAFFIC REGULATIONS APPROVED <br />Upon motion made, seconded and unanimously carried, the recommendation of the Traffic <br />Engineering Department was approved for the installation of the following: <br />"Yield" signs on Frances Street - at St. Vincent Street <br />"Yield" signs on St. Peter - at St. Vincent Street <br />"Stop" sign on Hill Street - at St. Vincent Street <br />"Stop" signs on St. Vincent - at Lawrence Street <br />CHAPIN STREET PARKING - 6:00 P.M. to 6:00 A.M. <br />The matter of Chapin Street parking between the hours of 6:00 P.M. and 6:00 A.M. <br />was continued until September 20, 1971, for recommendation from the Chief of Police. <br />REQUEST FOR "STOP" SIGN - 26TH AT VINE STREET <br />Upon motion made, seconded and carried, the petition of Gail H. Baker, Jr., 921 S. <br />26th Street, South Bend, Indiana, and 26 others for a "stop" sign on 26th Street <br />at Vine Street wasreferred to the Traffic Engineering Department for study and <br />recommendation. <br />CONTRACTOR'S <br />BOND APPROVED <br />Contractor's <br />bond for Charles E.
