9/13/71 81 The Board being duly advised in the premises, Lloyd S. Taylor moved that the recommendation be approved and contract for said improvement be awarded to Rieth Riley Construction Company, Inc.,.subject to the availability of funds under the TOPICS (Traffic Operations Program for Increasing Capacity and Safety) Program. The motion was seconded and carried. ENGINEER'S RECOMMENDATION. CONTRACT AWARDED TOPICS IMPROVEMENT - PORTAGE AND ELWOOD INTERSECTION Clyde E. Williams and Associates, Inc., consulting engineers, having reviewed the bids received September 7, 1971, for the improvement of the intersection at Portage and Elwood Avenues, recommends the award of contract for such improvement to Rieth Riley Construction Company, Inc., on its low bid of $18,731.66. The Board being duly advised in the premises, Lloyd S. Taylor moved that the recommendation be approved and contract for said improvement be awarded to Rieth Riley Construction Company, Inc., subject to the availability of funds under the TOPICS (Traffic Operations Program for Increasing Capacity and Safety) Program. The motion was seconded and carried. AGREEMENT - PUBLIC SERVICE CAREERS PROGRAM Agreement between the Civil City of South Bend and the St. Joseph County Board of Commissioners, under date of August 19, 1971, for the correlation of the Public Service Careers Program, was ordered filed. PARKING METER APPROVED - 100 BLOCK N. MICHIGAN Upon motion made, seconded and unanimously carried, the Board approved the recom- mendation of the Traffic Engineering Department for the installation of a parking meter in the 100 block of North Michigan Avenue at the entrance of Columbia Court. TRAFFIC REGULATIONS APPROVED Upon motion made, seconded and unanimously carried, the recommendation of the Traffic Engineering Department was approved for the installation of the following: "Yield" signs on Frances Street - at St. Vincent Street "Yield" signs on St. Peter - at St. Vincent Street "Stop" sign on Hill Street - at St. Vincent Street "Stop" signs on St. Vincent - at Lawrence Street CHAPIN STREET PARKING - 6:00 P.M. to 6:00 A.M. The matter of Chapin Street parking between the hours of 6:00 P.M. and 6:00 A.M. was continued until September 20, 1971, for recommendation from the Chief of Police. REQUEST FOR "STOP" SIGN - 26TH AT VINE STREET Upon motion made, seconded and carried, the petition of Gail H. Baker, Jr., 921 S. 26th Street, South Bend, Indiana, and 26 others for a "stop" sign on 26th Street at Vine Street wasreferred to the Traffic Engineering Department for study and recommendation. CONTRACTOR'S BOND APPROVED Contractor's bond for Charles E. McEndarfer for the period commencing 9/10/71 was approved and ordered filed.
