REGULAR MEETING JUNE 24, 1985 <br />APPROVE RELEASE OF CONTRACTOR'S BOND <br />Mr. Melvin Humphrey, Engineering Department, recommended that the <br />Contractor's Bond for General Contractor's Inc. be released <br />effective August 8, 1985. Upon a motion made by Mr. Leszczyns.ki,,:, <br />seconded by Ms. Barnard and carried, the above referred to <br />Contractor's Bond was released. <br />APPROVE HANDICAPPED PARKING PERMIT <br />Upon a motion made by Mr. Leszczynski, seconded by Ms. Barnard and <br />carried, the following one (1) handicapped parking permit <br />application was approved and referred to the Deputy Controller's <br />office for issuance of a permit: <br />Vera C. Yeager, 129 Franklin Pl., S.B. <br />FILING OF ENVIRONMENTAL CLEAN-UP OF LOTS REPORT <br />A report from the Department of Code Enforcement indicating a <br />total of two -hundred thirty (230) properties cleaned from June 17, <br />1985 to June 20, 1985 was submitted. Upon a motion made by Mr. <br />Leszczynski, seconded by Ms. Barnard and carried, the report as <br />submitted was filed. <br />APPROVE CLAIMS <br />Deputy City Controller Carol M. Sanders submitted Claim Docket No. <br />13904 through Claim Docket No. 14646 and recommended approval. <br />Upon a motion made by Ms. Barnard, seconded by Mr. Leszczynski and <br />carried, the claims were approved and the report filed. <br />PRIVILEGE OF THE FLOOR: <br />CITIZEN CONCERN REGARDING STREET LIGHT OUTAGES <br />Mr. James Beck, 1630 East Randolph Street, South Bend, Indiana, <br />advised the Board that he is concerned about the number of street <br />light outages throughout the City, particularly in the area of <br />Randolph and Twyckenham and Randolph and Robinson Streets. He <br />stated that several lights in that area have been out for three <br />(3) days. In response to Mr. Beck's inquiry of whether or not the <br />City gets a discount for lights that are out, Mr. Leszczynski <br />advised that ,the City does receive a credit for all lights not <br />functioning. Mr. Leszczynski urged Mr. Beck to phone in all <br />street light outages to the City Engineer's office so they can be <br />reported to Indiana & Michigan Electric Company for repair. Mr. <br />Beck further inquired whether or not the City was being charged <br />for street lights operating during the daytime. Mr. Leszczynski <br />stated that the City was not being charged in those instances but <br />explained that Indiana & Michigan Electric Company operate the <br />street lights in the daytime in order to locate lights that are <br />not functioning. <br />CITIZEN CONCERN REGARDING SMALL TRASH HAULERS <br />Mr. Odell Newburn, 110 North Carlisle, South Bend, Indiana, was <br />present at the meeting and inquired of the Board whether or not <br />small trash trucks must be licensed. In response, Ms. Barnard <br />advised that all trash trucks operating in the City must be <br />licensed. Mr. Newburn informed the Board that the reason he is <br />inquiring about the licensing of trash trucks is because trash was <br />dumped on his church's property by someone unknown. The South <br />Bend Police were called and an investigation of the trash dumped <br />revealed the name and address of a customer of the trash hauler <br />that illegally dumped the load. Ms. Barnard stated that the <br />Department of Code Enforcement handles such matters and she will <br />follow-up by contacting the police officer handling this case. A <br />1 <br />
