This project here is more of the A+ the empty nester who really wants to live in an <br />urban setting. Has second home somewhere else. This the higher end of the four projects we’ve <br />seen. We are hoping they create four different housing situations so they are not just competing <br />for the same population. As Notre Dame demolishes their graduate student housing with no plan <br />to replace it you will start see a new population and more mature population gravitating towards <br />the downtown. Many will have internship opportunities ignition park and these opportunities <br />will be in-between their work life and their school life. <br /> <br />Councilmember Henry Davis Jr. - There are some projections that are there that we are not being <br />connected with. I think what I was saying earlier this is a piece, if I remember about this from <br />four (4) months ago maybe I can connect them. We have the ability to connect all the dots so we <br />know where we are going. Yeah, we are voting on this project it looks nice but my first question <br />is where are they coming from and where are they going to be working. How do people from <br />South Bend who have a median house household income of $36,000, with fifty percent (50%) <br />poverty rate, who rents that from South Bend? How do I figure this out? That report will be <br />very valuable to have and also to read because we are kind of like feeling our way through this. <br />Somehow someway you guys are able to bring these projects. <br /> <br />th <br />Chris Fielding Presenter, Offices on the 14 Fl. - I will send the link out to everybody. We also <br />did put it in the budget. <br /> <br />Councilmember Henry Davis Jr. - Thank you I think that was the question. We just got that <br />information today. The other question I have Sir is I am looking at this tax abatement right here, <br />15-91. On this one it says provide training, this has everything to do with the construction, it <br />says yes twenty-eight (28) points, then on number three (#3) it says workforce related letter C, <br />maintain an affirmative action plan yes, thirty-five (35) for thirty-five (35) points. Then I got <br />over to part where it says please list the number of full-time and part-time female, minority for <br />each of the last three (3) years and that area is blank. My question is how do we make sure that <br />the folks that are here that need the positions and jobs and job training are actually getting that <br />attention. This is a long project how do we make sure that money is staying in South Bend? On <br />the demolition projects the money was leaving out of here both ways. How can we begin to <br />maintain the jobs so the money stays here? <br /> <br />th <br />Chris Fielding Presenter, Offices on the 14 Fl. - In this situation I think we’ve been very <br />proactive. The easiest one word answer to that is it’s going to require partnership. It’s going to <br />require partnership and it’s going to require all of you to be a part of that partnership. You <br />approved funding for the manufactures training program last year. Knowing that these projects <br />were coming online and other projects that we will probably be bringing forward to you in the <br />next three (3) to five (5) weeks. We’ve actually modified that through the Department of Public <br />Works. What we are seeing is a lot of individuals that we were recruiting were interested in <br />going in to manufacturing. Now we do hospitality training at IUSB and medical training through <br />IVY Tech and manufacturing program through Purdue. The training programs are already set <br />up. If we want the individuals in this community that are in most need of these jobs to go to the <br />courtyard hotel or A Loft or the Ireland Rose suites that are being built we need help recruiting. <br />From James Summer, Diversity Group, NAACP, Workforce Development we are not able to fill <br />classes. We are hearing that there are a whole lot of people who want the job and want the job <br />training but when we put the job training out there our partners are not stepping up to help us fill <br />the classes. <br /> <br />Councilmember Henry Davis Jr.- I have asked that we put all the jobs that are coming on a <br />website, I have asked to have those types of conversations not only on Council floors but in <br />committee hearings we don’t have them, who is communicating this information as far as <br />workforce development, and how are they communicating it? We are choosing new people to do <br />a job that needs a more experienced outlook on things. I’m going to challenge you as you <br />challenge that we incorporate these conversations with the future development of jobs here. If <br />they are here then we need to fill them, if they are here then people need to know about them. <br />People are not signing for it because they don’t know anything about them. <br /> <br /> <br />38 <br /> <br /> <br />
