REGULAR MEETING September 28, 2015 <br /> <br /> <br /> <br /> <br />Petitioner- If we submit it to the city it’s potential public information at that point so they would <br />be allowed to request a copy of that. <br /> <br />Eric Horvath- We can put that on the website or make sure we are sharing with folks. At the point <br />we are sitting down having discussions it will be delivered in material. But once we have a final <br />document on the traffic impact study it’ll be a public document that we’ll share. We will sit down <br />with Martin’s and make sure we’ve got a plan that works for them, works for the community, and <br />essentially a way we can feel comfortable that we’ll have safe traffic movements in this area. <br /> <br />Councilmember Oliver Davis- Who is in charge of making that study? Is it City people or is it <br />MACOG folks? If someone wants to talk to some people, can they write letters to people to get <br />their viewpoints heard so the neighbors and people can have some say, or is the professionals <br />themselves coming together without any input from anybody? What is it? <br /> <br />Petitioner- No, that’s what it is. The City has asked for a traffic impact study to be done by a <br />professional transportation engineer. There is not a survey that gets done when these professionals <br />start doing this particular analysis. What they take a look at is what’s proposed for a particular site, <br />the size of the building, what the turnout would be, the parking lot and usage that is going to go <br />on this particular property and based on that information, and they look at historical data based on <br />these types of developments. They will come up with a formula that says how the traffic is going <br />to work at this particular location based on their best estimates. That’s what the City is asking for. <br />That’s how the City does traffic impact studies. For all their arterials, they have the Traffic <br />Engineer take a look at those and then the City takes that information to make any kind of <br />improvement or do what they think they need to do. <br /> <br />Councilmember Oliver Davis- If anybody violates the issue on Hollywood it’s not the City’s <br />responsibility it would be the county’s responsibility? <br /> <br />Eric Horvath- This will need to be a joint effort between the City and County when we get the <br />traffic impact study so that the county is on board with any impact on Hollywood Blvd. and <br />actually portions of Western Ave. as well. <br /> <br />Councilmember Oliver Davis- Thank you for your time. <br /> <br />Committee of the Whole Chairperson White- We will now move into the Public Hearing portion. <br /> <br />This being the time heretofore set for the Public Hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. <br /> <br />Those wishing to speak in favor: <br /> <br />Murray Miller, 1201 S. Priscilla Dr. - I am in favor of the new Martin’s store. I think any <br />improvements to the Westside of South Bend are greatly needed and welcomed. I live and work <br />within a six block radius of the new Martin’s, so I think it’s a great impact for the Westside of <br />South Bend and I ask that you approve that. <br /> <br />Steve Moore, 53154 Wildlife Tribe of South Bend- I think it’s great I have been shopping at this <br />Martin’s on Western Ave since 1981. I just think it’s time for a new store. I think it’ll help the <br />Westside a lot and bring a lot of new customers not only to our store but also the Westside. <br /> <br />Richard and Christine Holland, 13116 Flowing Stream Ct.- I’m in favor of the new Martin’s, I <br />think that moving back to the west end is a great thing that Martin’s is doing. It’s going to become <br />a destination place, which I feel is going to help the west end hopefully draw some of that business <br />from the Grape Rd. area on to west end, because it is going to be a destination point. We have been <br />shopping at Martin’s, I worked for Martin’s, I just think it’s a great thing. I live on the west end. <br />They’re going to put a store on the west end that we can be proud of. I am definitely looking <br />forward to all of the amenities Martin’s has to offer at some of the other stores.
