<br />located on the N.E. and N.W. corners of Western Avenue and Chapin
<br />Street. Upon a motion made by Mr. Leszczynski, seconded by Mr.
<br />Vance and carried, the request was referred to the necessary City
<br />departments and bureaus for a determination as to whether or not
<br />the City need retain the lots for any reason.
<br />ACCEPT AND APPROVE EXTENSION OF OFFER TO PURCHASE CITY -OWNED
<br />PROPERTY AT THE N.W. CORNER OF LINCOLNWAY AND CHAPIN (INNERBELT)
<br />In a letter to the Board, Mr. Richard W. Morgan, Attorney at Law,
<br />Barnes & Thornburg, 600 1st Source Bank Center, 100 North
<br />Michigan Street, South Bend, Indiana, on behalf of his client,
<br />American Plasma Management, Inc., advised that American Plasma
<br />Management extends their offer to purchase the above referred to
<br />City -owned property until March 31, 1986 in order to allow for
<br />the completion of the zoning variance process. He further
<br />advised that American Plasma Management, Inc., intends to file
<br />its petition with the Board of Zoning Appeals prior to the
<br />February filing deadline.
<br />Ms. Barnard reminded Board members that in their original offer
<br />to purchase this property, American Plasma Management indicated
<br />that their offer was valid until December 31, 1985. On December
<br />10, 1985, the offer was extended to January 31, 1986, and they
<br />are now requesting that the Board accept another extension until
<br />March 31, 1986. Ms. Barnard advised that it is her understanding
<br />that American Plasma is still continuing plans to utilize the
<br />property for additional parking which is a problem that needs to
<br />be resolved. She therefore made a motion that the Board accept
<br />and approve this additional extension until March 31, 1986 and
<br />that it be the final extension that the Board will accept. Mr.
<br />Vance seconded the motion and it carried.
<br />APPROVE TRAFFIC CONTROL DEVICES
<br />Upon a motion made by Ms. Barnard, seconded by Mr. Vance and
<br />carried, the following five (5) traffic control devices were
<br />approved:
<br />1. NEW INSTALLATION, NO PARKING - 1700-1800 S. Ironwood,
<br />west side. (Requested by Traffic Div., improve
<br />south bound traffic flow).
<br />2. REMOVAL OF HANDICAP PARKING - 723 Pierce. (June
<br />Johnson, expired January 15, 1986).
<br />3. NEW INSTALLATION, NO PARKING PASSENGER LOADING
<br />ZONE - 321 S. Liberty - Saints Memorial
<br />Church of God. (Requested by Rev. Carl Steen).
<br />4. REMOVAL OF YIELD SIGN, REVISE TO STOP SIGN -
<br />On Oxford at Manchester. (Requested by
<br />Traffic Dept.).
<br />5. REMOVAL OF 2-HOUR PARKING - 1629 Kemble. (Requested
<br />by Resident, Jane Weisner).
<br />APPROVE REQUEST OF ZIOLKOWSKI CONSTRUCTION, INC. TO PLACE A
<br />DUMPSTER ON THE PUBLIC RIGHT-OF-WAY - MAR MAIN ARMS APARTMENTS
<br />(WEST SIDE OF BUILDING ALONG MAIN STREET)
<br />In a letter to the Board, Mr. Ronald L. Baker, Architect,
<br />Director, Design/Build, Ziolkowski Construction, Inc., 1005 South
<br />Lafayette Boulevard, P.O. Box 1106, South Bend, Indiana, advised
<br />that Ziolkowski Construction has been retained as the general
<br />contractor for the reconstruction of the the Mar -Main Arms
<br />Apartments resulting from a recent fire. He advised that during
<br />the construction process it will be necessary to place dumpsters
<br />for the removal of trash. Therefore, Mr. Baker requested
