REGULAR MEETING May 9, 2016 <br />No one from the public spoke in favor of or against the bill. <br />Councilmember Gavin Ferlic made a motion to adopt Bill 16 -42. Councilmember Dr. David <br />Varner seconded the motion which carried by a roll call vote of nine (9) ayes. <br />16 -43 A RESOLUTION CONFIRMING THE ADOPTION OF A <br />DECLARATORY RESOLUTION DESIGNATING CERTAIN <br />AREAS WITHIN THE CITY OF SOUTH BEND, INDIANA, <br />COMMONLY KNOWN AS 3605 W. CLEVELAND RD, SOUTH <br />BEND, IN 46628 AN ECONOMIC REVITALIZATION AREA <br />FOR PURPOSES OF A (5) FIVE -YEAR PERSONAL <br />PROPERTY TAX ABATEMENT FOR: FEDERAL -MOGUL <br />POWERTRAIN, LLC <br />Councilmember Gavin Ferlic, Chairperson of the Community Investment Committee, reported <br />that they met and send this bill forward with a favorable recommendation. <br />Sarah Heintzelman, Community Investment with offices on the 14th Floor of the County -City <br />Building, served as the presenter for this bill. This is an $11,315,200 investment and the total <br />taxes to be abated are $447,285 and the taxes to be paid are $523,409 and will help maintain <br />five - hundred and forty -four (554) jobs with an annual payroll of over $23 million. <br />Bill Mackey, 1919 Eaglepoint Ct. South Bend, served as the petitioner of this bill. They have <br />invested about $50 million in the last six (6) years at this location and are very committed to the <br />area. The auto industry is very competitive and a lot of that competition comes from Mexico and <br />China. This helps them continue to compete with those countries. <br />Councilmember Regina Williams- Preston asked if they did not get this tax abatement would they <br />leave the City. <br />Mr. Mackey responded no. <br />No one from the public spoke in favor of or against the bill. <br />Councilmember Gavin Ferlic made a motion to adopt Bill 16 -43. Councilmember Karen White <br />seconded the motion which carried by a roll call vote of nine (9) ayes. <br />16 -48 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY <br />OF SOUTH BEND, INDIANA, APPOINTING AN <br />AGENT/NEGOTIATOR TO REPRESENT THE COMMON <br />COUNCIL AND ADDRESSING AN ADVISORY CITY <br />NEGOTIATING TEAM FOR THE 2016 SOUTH BEND POLICE <br />DEPARTMENT LABOR NEGOTIATIONS <br />Councilmember John Voorde, Chairperson of the Health and Public Safety Committee, reported <br />that they met and send this bill forward with a favorable recommendation. <br />Council President Tim Scott served as the presenter and petitioner of this bill. This bill appoints <br />attorney Kathleen Cekanski - Farrand as the chief negotiator for the Common Council for the <br />financial end of the negotiations with the Police Department in regards to labor negotiations. The <br />Administration handles all language and we work quite well as a team and have had good spirits <br />with the F.O.P for the last two (2) negotiations. <br />Councilmember Regina Williams- Preston asked if it is correct that the fee would be no more <br />than $20,000. <br />Council President Scott stated the budget last year was roughly $20,000 which would be divided <br />between this negotiation and the negotiation with Teamsters. <br />Councilmember Williams- Preston also asked about the general outline of the current contract. <br />Council Attorney Kathleen Cekanski - Farrand responded she would send it the entire Council. <br />20 <br />
