REGULAR MEETING May 9, 2016 <br />THE AREA BOARD OF ZONING APPEALS FOR THE <br />PROPERTY LOCATED AT 2926 -3302 WEST SAMPLE <br />STREET SOUTH BEND, IN 46628 <br />Councilmember Oliver Davis, Chairperson of the Zoning and Annexation Committee, reported <br />that they met and send this bill forward with a favorable recommendation. <br />Ayoka Paek, Building Department with offices at 125 South Lafayette, served as the presenter <br />for this bill. This comes with a favorable recommendation from the Area Board of Zoning <br />Appeals. It is an application for a special exception that includes temporary storage of vehicles <br />and over fifty percent (50) outdoor storage. <br />Brian McMorrow, 750 Lincolnway East, served as the petitioner for this bill. The property in <br />question is currently vacant as a former industrial property. They intend to clean up the visibility <br />of the property in the front and take down a fence that sits just outside the right of way and set it <br />back sixty -five (65) feet and plant some nice foliage. The cars will be parked behind the fence <br />and there will be no auto sales at this property. <br />There were no questions from the Council. <br />Those from the public wishing to speak in favor of the bill: <br />Jason Banicki Critchlow, 3822 West Ford Street, pointed out the zip code for the property should <br />be 46619 and not 46628. <br />No one from the public spoke in opposition to the bill. <br />Council Attorney Kathleen Cekanski- Farrand stated they do not need to make an amendment <br />because legally it will go by the parcel numbers and as long as those are correct the zip code <br />does not matter. <br />Councilmember Gavin Ferlic made a motion to adopt Bill 16 -38. Councilmember Dr. David <br />Varner seconded the motion which carried by a roll call vote of nine (9) ayes. <br />16 -42 A RESOLUTION CONFIRMING THE ADOPTION OF A <br />DECLARATORY RESOLUTION DESIGNATING CERTAIN <br />AREAS WITHIN THE CITY OF SOUTH BEND, INDIANA, <br />COMMONLY KNOWN AS 4004 TECHNOLOGY DRIVE, <br />SOUTH BEND, IN 46628 AN ECONOMIC REVITALIZATION <br />AREA FOR PURPOSES OF A (5) FIVE -YEAR PERSONAL <br />PROPERTY TAX ABATEMENT FOR: THE LEBERMUTH <br />COMPANY, INC. <br />Councilmember Gavin Ferlic, Chairperson of the Community Investment Committee, reported <br />that they met and send'this bill forward with a favorable recomendation. <br />Sarah Heintzelman, Community Investment with offices on the 14th Floor of the County -City <br />Building, served as the presenter for this bill. This is a private investment of $1,425,000. The <br />total taxes to be abated will be $47,436 and total taxes to be paid will be $55,509. This project <br />creates five (5) new full time jobs with an annual payroll just over $200,000. <br />Robert Brown, 4004 Technology Drive South Bend, served as the petitioner for this bill. <br />Lebermuth intends to install a dosing machine which is a piece of equipment that most large <br />flavor and flagrance companies already own. This tool will let them compete with their <br />worldwide competitors. This will help us advance and hire additional employees and become one <br />of the largest flavor and flagrance companies. <br />Councilmember Regina Williams- Preston asked if they did not get this tax abatement would they <br />leave the City. <br />Mr. Brown responded no they just bought the building two (2) years ago and are looking to <br />expand within the existing facility. The goal is to go from a $40 million dollar company this year <br />to a $75 million dollar company in three (3) years <br />19 <br />
