ON BEIIALF OF JMS DEVELOPMENT LLC AND CENTIER <br />BANK <br />Mr. Gilot stated a Revocable Permit application has been received for the purpose of allowing a <br />15'5" x 36" sign to project 55" into the right-of-way at the Comer of Main Street and <br />Washington Street on the .JMS Building. Mr. Gilot noted favorable recommendations were <br />received from the Fire, Engineering, and Building Departments. Area Plan gave a favorable <br />recommendation subject to the encroachment receiving approval by the Design Review <br />Committee for the South Bend Central Development Design Area. Area Plan and the Building <br />Department also stated the approval is subject to meeting the zoning requirements, including <br />minimum clearance above the sidewalk. The encroachment shall remain in the right of way until <br />the time as the Board of Public Works of the City of South Bend shall determine that such <br />encroachment is in any way impairing or interfering with the highway or with the free andsame <br />flow of traffic. Upon a motion made by Ms. Maradik, seconded by Mr. Relos and carried, the <br />Revocable Permit was approved subject to meetingzoning requirements and approval from the <br />Design Review Committee for the South Bend Central Development Design Area. <br />FAVORABLE RECOMMENDATION - PETITION TO VACATE THE FIRST EAST/WEST <br />ALLEY BETWEEN DUBAIL AND BRUCE STREET FROM DOUGLAS TO FIRST <br />NORTH/SOUTH ALLEY <br />Mr. Gilot indicated that Vance and Shelly Hughes, 1801 South Douglas Street, South Bend, <br />Indiana 46613, has submitted a request to vacate the above referenced alley for use for garage <br />access, stating the alley is not used for passage and is normally blocked by neighborhood <br />vehicles. Mr. Gilot advised the Board is in receipt of favorable recommendations concerning <br />this Vacation Petition from the Area Plan Commission, Fire Department, Engineering, and Solid <br />Waste. Engineering recommends securing and stabilizing a narrow chamfer of property to allow <br />a turning radius. Area Plan stated the vacation would not hinder the growth or orderly <br />development of the unit or neighborhood in which it is located or to which it is contiguous. The <br />
