M <br />REGULAR MEETING MARCH 4, 1991 <br />APPROVE REQUESTS: <br />- OF ENCORE ADVERTISING, ON BEHALF OF "MEANWHILE" TO: <br />CHANGE 200 MICHIGAN STREET TO ONE WAY - MARCH 6, 1991, <br />BARRICADE INTERSECTION OF MICHIGAN & JEFFERSON STREETS TO <br />ELIMINATE SOUTHBOUND TRAFFIC - MARCH 6 1991, ELIMINATE STREET <br />PARKING ON THE EAST SIDE OF 200 BLOCK OF SOUTH MICHIGAN STREET <br />- MARCH 6, 1991, RESTRICT PARKING ON THE WEST SIDE OF THE 200 <br />BLOCK OF MICHIGAN STREET TO MEDIA AND PRESS VEHICLES - MARCH 6, <br />1991, HAVE PARKING GARAGES REMAIN OPEN UNTIL 12:30 A.M. - MARCH <br />6-7, 1991 <br />- OF WOMEN'S ASSOCIATION OF THE SOUTH BEND SYMPHONY ORCHESTRA <br />ASSOCIATION FOR ASSISTANCE IN CONJUNCTION WITH YOUTH CONCERTS <br />TO BE HELD AT THE MORRIS CIVIC AUDITORIUM - APRIL 18-19, 1991 - <br />- OF THE NORTHERN INDIANA CHAPTER MARCH OF DIMES TO CONDUCT 21ST <br />ANNUAL WALK AMERICA - APRIL 27, 1991 <br />- OF HANSEL NEIGHBORHOOD SERVICE CENTER FOR DESIGNATED HANDICAP <br />PARKING SPACE <br />Mr. Leszczynski noted that the above referred to requests, which <br />were submitted to the Board on February 11, 1991 and February 25, <br />1991, have been reviewed by the appropriate City departments and <br />approval is recommended at this time. <br />It is noted that the request submitted to the Board on February <br />11, 1991, by Hansel Neighborhood Service Center, Inc., for <br />designated handicapped parking spaces on Milton Street near the <br />intersection with South Michigan Street and another space along <br />the south side of the Head Start Administration office, has been <br />modified in that only one (1) designated handicapped parking <br />space on Milton Street will be required. <br />Therefore, Mrs. DeClercq made two (2) separate motions <br />recommending approval of the requests of Encore Advertising and <br />Hansel Center. Mr. Leszczynski seconded the motions which <br />carried. <br />Additionally, Mrs. DeClercq made two (2) separate motions <br />recommending approval of the requests of the Women's Association <br />of the South Bend Symphony and the March of Dimes Birth Defects <br />Foundation. Ms. Humphreys seconded those motions which carried. <br />Mr. Tom Turza, 1902 Renfrew Drive, South Bend, Indiana, Vice <br />President and General Manager of Storm'ns Night Club, 108 North <br />Main Street, Suite 100, South Bend, Indiana, was present and <br />addressed the Board concerning the request of Encore Advertising <br />on behalf of MEANWHILE.... <br />Mr. Turza advised that it is his understanding that MEANWHILE.... <br />has requested free use of the parking garages and that their <br />request was approved by the Board today. He indicated that he <br />has been in negotiations with the City for use of the Colfax <br />parking garage for patrons of Storm'ns Night Club and was told <br />there would be a thirty dollar ($30.00) flat rate charge. He <br />stated that he has not gotten anything for free and feels that <br />the City should be fair for everyone. <br />Ms. Humphreys informed Mr. Turza that she has the administrative <br />responsibility for the parking garages. Also, it is the City's <br />intent to extend the hours of the garage and ideally there would <br />be so much business downtown in the evenings that downtown <br />businesses would not have to subsidize extended hours of the <br />parking garages. <br />1 <br />1 <br />
