Motion carried* COMMUNICATIONG TO THE MAYOR AND THE COMMON.COUXCIL OF THE CITY*OF SOUTH BEND: We, the undersigned, officers of the Western Avenue Improvement Association, of South Bend, Indiana, do hereby respectfully urge upon you to accelerate activities with reference to the elevation project on Western Avenue and-use every means within the power and purview of your honorable body to-force the railroads to carry through the plan as agreed upon* The owners of property along and near Western Avenue have already been heavily damaged by the postponements and delays and can neither rent nor sell their properties because of the indefiniteness surrounding the project It is the sense of thts Association that an excellent and effective first step on the part of the City of South Bend would-be strict enforcement of Section 272., Ordinance No' 966, adopted May 13,18,95, regulating the_speed of trains withim the limits-of the City to not more than eight miles per hour* Respectfully, submitted.- Western Avenue Improvement Assm' Anthony S.
