Urbanski, Mr. E. <br /> Stanley Foster, Pam Meyer, Marco Mariani, Mary Beth Thompson, Khadijah Muhammad, Nancy <br /> Sulok of the&Out) 3httiti Eribun*,and Kathleen Cekanski-Farrand, Council Attorney. <br /> Council Member Ujdak noted that the first item on the agenda was to review Bill No. 01-7 <br /> which would designate various lots on Oak Place, Evergreen Place, Pine Place, Birth Bend Drive, <br /> Palm Place, Anjylla, Anjylla East, Anjylla West, Elm Street, and Walnut Run as residentially <br /> distressed areas for purposes of a five (5) year residential real property tax abatement for MADCO <br /> Residential, LP2. <br /> Cassandra Moran of Community & Economic Development reviewed her report dated <br /> January 17, 2001. She noted that the petitioner proposes to build seventy (70) 1,568 square foot <br /> three-bedroom rental units which will be used as individual homes. The units will be built on <br /> 12.35 acres each costing approximately$ 85,000.00. The total projected cost of the project will be <br /> 6,000,000.00. The residents of the units will have the right of first refusal to purchase the units <br /> $ e S P <br /> upon the expiration of the mandatory holdin g period. The report concluded that the petitioner <br /> meets the qualifications for a five (5) year residential tax abatement under § 2-77.1 of the South <br /> q OY <br /> Bend Municipal Code addressing single family real property tax abatement. <br /> Mr. E. Stanley Foster, President and General Partner of MADCO Residential LP2 made the <br /> presentation. He noted that he is from Burr Ridge, Illinois, and is attempting to provide affordable <br /> housing in the area. He stated that the homes will be detached. He is attempting to qualify for <br /> points under Indiana Housing Finance and must comply with IRS Rule 99 and 99-46. He noted <br /> that he is currently in negotiations in this area. <br /> Several Council Members voiced concern over the proposed project, noting that it was <br /> there understanding that the homes must be owner-occupied in order to qualify. Cassandra Moran <br /> and Mr. Foster noted that they had had several discussions with Mike Beitzinger about the proper <br /> designation and that he noted that this would be the first designation of its kind. Concern remained <br /> regarding lease/purchase vs. owner-occupied units as well as the type of construction which would <br /> be used. <br /> Following discussion, Council Member Varner made a motion, seconded by Council <br /> Member Kirsits that Bill No. 01-7 be recommended without recommendation. The motion passed. <br /> The Committee then reviewed Bill No. 01-8 which is a five (5) year residential real <br /> property tax abatement request for Garden Place LLC for various properties on Garden Terrace, <br /> Tealwood Lane and Place Drive. <br /> Cassandra Moran reviewed her report dated January 17, 2001 (copy attached) which notes <br /> that the petitioner plans to construct 39 detached villas of approximately 1,600-1,800 square feet <br /> with a full basement. Each will have three (3) bedrooms and two (2) baths for an average value <br /> ranging from $ 165,000 to$ 180,000. The report concluded'that the petitioner meets the <br />
