{
Community and Economic Development Committee
January 22, 2001
Page 2
i qualifications for a five (5) year residential tax abatement under § 2-77.1 of the South Bend
Municipal Code addressing single family real property tax abatement.
. Mr. Michael Urbanski made the presentation. He stated that the project would be similar in
nature to Southfield.
Council Member Ujdak noted that he has a fiduciary relationship with the petitioner through
his employment, however the Council Attorney has determined that there is no substantial conflict
of interest and therefore he would participate in the discussion and formal action on this matter.
a
4 Following discussion, Council Member Varner made a motion, seconded by Council
Member Kirsits that Bill No. 01-8 be recommended favorably to Council. The motion passed.
Pam Meyer of the Division of Community Development then made a presentation on the
recent reorganization. She introduced her three (3) managers, namely Larry Magliozzi, Marco
Marian and Mary Beth Thompson. She then provided a handout to the Committee(copy attached)
which she then reviewed focusing on the organizational charts, a summary of the various non-
profit contracts, the staff assignments and various "work in process" which was briefly discussed
by the Committee. She noted that HDC oversees 54 units currently and they are discussing what
they should do with them from better marketing to outright selling some of the units.
Marco Marian then provided a handout (copy attached) on the South Bend Commercial
Corridor Initiative. Council Member Aranowski noted that BDAT noted that two (2) significant
goals were realized in 2000 namely decreasing prostitution on South Michigan and tearing down
the former Bullseye Liqueur Store on LWW.
Khadijah Muhammad inquired whether they had applied for "weed and seed" funds and
was advised that the City had not. She suggested that perhaps discussion should take place on this
and revisit the area and pursue an application.
Council President Pfeifer stressed the need to bring responsible landowners into the
process. Marco noted that he will speak to a local landlord group on Thursday.
Pam Meyer then invited the Committee for a tour of their new offices. The meeting was
adjourned at 5:42 p.m. by Council Member Ujdak.
Respectfully submitted,
Council Member Andrew Ujdak, Vice-Chairperson
Community and Economic Development
KCF:kmf
Attachments
•
