(ommtttss Atsport: The Zoning and Annexation Committee 'go tfjs tOmmOtt tOuittUX Of the e1tp of 001ttb tttb: The February 22, 1999 meeting of the Zoning and Annexation Committee was called to order by Council Member John Hosinski at 4:00 p.m. in the Council informal meeting room. Persons in attendance included Council Members: Aranowski, King, Pfeifer, Varner, Kelly, Ujdak, Hosinski and Coleman; Terry Bland, John Oxian, James Voll, Bob Hunt and Kathleen Cekanski-Farrand. Council Member Hosinski noted that the first item on the agenda was Bill No. 94-98 which is an ordinance affecting Historic Preservation regulations. Mr. James Voll noted that a second substitute bill had been filed which reflects the amendments resulting held with the Council Attorney,Ed Talley,John Byorni and himself. He further noted that notice to all owners of landmarks will be addressed in a separate bill. Mr. Oxian made the presentation. He noted that the purpose of the substitute bill remains the same, namely to protect historic landmarks which may be located in the county and protect their status if subsequently annexed into the city. The Council Attorney noted that the new substitute bill requires notice to be sent by certified mail by the HPC to owners of historic landmarks, so that a proper paper trail is maintained. She added that in light of the ongoing inventory of landmarks being conducted and the coordination between the Recorder's office,HPC and the Councils,that additional background research must be completed. Once that is done a Bill can then address notice, especially since a cost will be involved not currently addressed in anyone's budget. Mr. Oxian added that currently the city pays nothing to the HPC for their efforts and he would like the opportunity to address the Council to explain the current funding mechanism. Following discussion, Council Member Kelly made a motion, seconded by Council Member Pfeifer that new substitute Bill No.94-98 be recommended favorable. The motion passed. Mr. Oxian requested that Bill No. 104-98 which also addresses historic preservation regulations be continued until the March 8, 1999. Council meeting to allow the HPC to meet again on the proposed measure. Under the heading of"HPC Commission Assignments",Council President Coleman stated that Jerry Weiner has expressed his intention to be reappointed to the HPC as the Council's Democratic representative. Dr. Varner noted that Kari Gallagher is interested in being appointed as the Republican representative and would be available at the March 8, 1999 Council meeting. Under miscellaneous business, Council Member Hosinski voiced concern about the former Ries Building possibly being purchased by the Hope Rescue Mission.
