Qtommftttt at.eport: Zoning and Annexation Committee to tht (NUMMI QCOUtttfl Of tit a UV Of South Osttb: The May 28, 1996 of the Zoning and Annexation Committee was called to order by its Chairperson, Council Member Tom Zakrzewski, at 5:35 P.M. in the Council informal meeting room. Persons in attendance included Council Members: Luecke, Washington, Kelly, Zakrzewski,Coleman,Pfeifer,Varner,Hosinski, and Broden;Don Ross,Tom Eddington, john Byorni,Jeff Gibney,Mike Dobson,Don Porter,and Kathleen Cekanski-Farrand. The first item on the agenda was to review Bill No. 15-96 which is a proposed rezoning for the property located at 2334 Prairie Ave. Mr. John Byorni showed a final site plan of the affected property(copy attached)and noted that both the staff and the Area Plan Commission send it to the Council with a favorable recommendation. Mr. Mike Dobson made the presentation. He noted that the rezoning is necessary to allow the reconstruction and expansion of a convenience store with gas pumps. It is anticipated that the project would be completed by Labor Day of this year. Following further discussion, Council Member Luecke made a motion, seconded by Council Member Varner that substitute Bill No. 15-96 be recommended favorably to Council.The motion passed. The Committee then reviewed substitute Bill No. 16-96 which is a proposed rezoning for the property located at 332 North Ironwood Drive. Mr. John Byorni noted that the proposal received a favorable recommendation from both the staff and the Area Plan Commission (copy attached). Mr.Don Ross made the presentation on behalf of Cressy and Everett Inc. He noted that the property in question was destroyed by a fire in January of this year. That building was 5, 600 square feet and the proposed new building would be 8, 500 square feet.This would allow the number of agents to increase from 56 to 70 at this location. Mr. Ross also noted that a variance with regard to the parking would also be a part of this proposal through the BZA. Following discussion, Council Member Varner made a motion, seconded by Council Member Luecke that substitute Bill No. 16-96 be recommended favorably to Council.The motion passed. The Committee then reviewed substitute Bill No. 20-96 which is a rezoning request for the property located at 211-213 South Michigan. Mr. John Byorni noted that the proposal received a favorable recommendation from the staff and the Area Plan Commission. Mr. Jeff Gibney of South Bend Heritage Foundation made the presentation. He noted that the property in question is the former Robertson Building which was built in 1923.
