COMM• <br /> Ztpot t: <br /> Zoning and Annexation Committee <br /> go h* QCOmmOn Coutttfl of Os QCftp of *nth Stub: <br /> The February 26, 1996 of the Zoning and Annexation Committee was called to order by its <br /> Chairperson, Council Member Tom Zakrzewski, at 4:00 P.M. in the Council informal <br /> meeting room. <br /> Persons in attendance included Council Members: Luecke, Washington, Kelly, <br /> Zakrzewski, Coleman, Pfeifer, Hosinski, Varner, and Broden; Doug Carpenter, Citizen <br /> Member, John Byorni, Ann Kolata, Dr. Carol Ecker, Jackie Wrolowski, Morgan <br /> Sweeney, Stephen J. Sommers, Kathy Dempsey, Jenny Pitts Manier, Don Fozo, two <br /> Members of the Area Plan Staff,Mary Wadsworth and Kathleen Cekanski-Farrand. <br /> The first item on the agenda was Resolution No. 96-13 which is a Board of Zoning <br /> Appeals Petition addressing the property at 323 South Main. Council Member Zakrzewski <br /> suggested that we hear that Bill together with Bill No. 86-95, which is a rezoning request <br /> for the property also located at 323 South Main. <br /> Mr. John Byorni showed a preliminary site plan of the proposed rezoning. He noted that it <br /> received a favorable recommendation from both Area Plan Staff and the Commission. <br /> Mr. Morgan Sweeney, the architect for Mr. Sommers,made the presentation.He noted that <br /> the BZA petition was necessary in order to allow a special exception for a residential use <br /> above a commercial use. He noted that the building houses Sommers Graphics as well as a <br /> restaurant. The proposed residential use would have 16 units. <br /> In response to a question raised by Council Member Luecke, it was noted that parking is <br /> not required since it is located in the downtown. Currently there are 12 existing parking <br /> spaces plus Mr. Sommers is currently negotiating with the adjacent landowners for <br /> possible parking. The proposed residential use would have 4 efficiency units two of which <br /> would be approximately 1,100 square feet and 12 one hundred bedroom units of a loft type <br /> bases. They would be rented at market rates. <br /> In response to a question raised by Citizen Member Doug Carpenter,it was noted that there <br /> are between 14 to 15 employees and that there would not be designated parking. Currently <br /> the restaurant is all on street. It was also noted that there are two elevators in the building. <br /> In response to a question raised by Council Member Coleman, it was noted that the <br /> smallest efficiency has 460 square feet and the largest having 1,120 square feet. <br /> Mr. Don Fozo noted that at the Board of Zoning Appeals meeting held January 18, 1996 <br /> that it sent a favorable recommendation to the Council with a further recommendation that <br /> the owner use a Professional Management Group on the project.He further noted that there <br /> was no discussion with regard to parking. <br /> Ann Kolata of the Redevelopment Department noted that the Department is supportive of <br /> the concept to have apartments in the downtown however also strongly suggested a <br /> Professional Management Group to ensure a good start. <br />
