eommftt*s Z port: <br /> Zoning and Annexation Committees <br /> �o tbs Common Council of t0; Cftt of fout1 Ssnb: <br /> The January 22, 1996 of the Zoning and Annexation Committee was called to order by its <br /> Chairperson, Council Member Tom Zakrzewski, at 4:00 P.M. in the Council informal <br /> meeting room. <br /> Persons in attendance included Council Members Luecke,Washington,Kelly,Zakrzewski, <br /> Coleman, Pfeifer, Varner, and Broden; John Byomi, Donna Gerring, Richard Morgan, <br /> Jim Voll, Jenny Pitts Manier, Stere Russo, Betsy Herroman, Tasia Jaques, Don Porter, <br /> and Kathleen Cekanski-Farrand. <br /> The first item on the agenda was to review Bill No.62-95 which is a zoning request for the <br /> property located at 710 East Wayne Street. <br /> Mr. John Byorni showed a preliminary site plan of the proposal. He noted that it <br /> approximately 9000 sq. ft. and received a favorable recommendation from both the Area <br /> Plan Commission and the Staff. In light of the fact that a presenter was not present, the <br /> Committee decided to hear this matter after the next item on the agenda. <br /> The Committee then reviewed substitute Bill No. 75-95 which is a zoning request for the <br /> property located at 828 Jefferson Blvd. <br /> Mr. John Byorni showed a preliminary site plan of the area and noted that it received a <br /> favorable recommendation from both the Area Plan Commission as well as the Staff. <br /> In response to a question raised by Council Member Varner, Mr. Byorni noted that the <br /> Alcoholism Council did send a letter voicing concern over parking. The letter also voiced <br /> concern with regard to screening. <br /> Mr. Steve Russo the planner for the petitioner then made the presentation. <br /> He noted that the proposed building would have two and a half stories with 7 offices each <br /> on the top two floors. There would be a total of 8,640 sq. ft. in the project. The City Board <br /> of Zoning Appeals granted a variance with regard to the required 28 parking spaces <br /> reducing this sum to 17 parking spaces on site. There would also be screening along <br /> Jefferson. Mr. Russo noted that the first floor would not be used for anything except <br /> storage until additional parking could be reached. <br /> Council Member Broden voiced concern with regard to the screening between the sidewalk <br /> and Jefferson Blvd. and also with regard to the proposed parking. Mr. Byorni noted that in <br /> a E Height and area designation that there is 0 frontage setback requirements. <br /> Under the public portion Donna Gerring spoke in opposition to the proposed rezoning. She <br /> stated the she lives at 208 South St.Peter and that her family has lived in the area for more <br /> than 50 years. She stated that she has philosophical problems since this is near East <br /> Historical District. She stated that there are problems with the Parkview atrium parking and <br /> traffic and believes that additional parking and traffic would be created by such proposed <br /> rezoning. • <br />
