Committee Report <br /> Zoning and Annexation <br /> January 22, 1996 <br /> Page 2 <br /> In the Council portion, Council Member Coleman questioned what the zoning of the <br /> Alcoholism Council building was. He was informed it was B zoning and that Weiss <br /> Homes also was B zoning as a legal non-conforming use. Council Member Coleman stated <br /> that he has concern and objects to parking in the front yard. <br /> Council Member Luecke also voiced concern with regard to allowing parking in the front <br /> lot and believed that there may be a domino affect if this was allowed. <br /> r <br /> Kathleen Cekanski-Farrand then noted that she has a specific conflict of interest as being <br /> Council Attorney however also a property owner in the affected area with property being <br /> located at 914 East Jefferson being owned by herself and Greg Blanford. She stated that <br /> when they came before the City Council last year for a C-1 zoning similar to what is being <br /> requested this evening that she does not object to that zoning classification but does object <br /> to the E Height and Area classification in light of the parking proposal in the front yard. <br /> Mr. Byorni stated that if their is a change in ownership that other uses would be allowed. <br /> He stated that because the proposal exceeds the 0 office designation of 5, 000 sq. ft. <br /> maximum that that would not be a proper zoning classification. <br /> Council Member Pfeifer questioned whether the petitioner had contacted the Alcoholism <br /> Council with a regard to a contractual arrangement with regard to parking. Mr. Russo <br /> stated that they had not. If fact he stated that the Alcoholism Council is concerned that <br /> Weiss Homes would be utilizing their parking lot informally. <br /> In response to a question raised by Council Member Coleman it was noted that Dr. Macri <br /> demolished a structure in light of the parking concern in the area for his building. Council <br /> Member Coleman stated that he is in favor of the project however is against any parking in <br /> the front yard. <br /> Council Member Washington also voiced concern and believes that a compromise is <br /> necessary. Council Member Coleman volunteered to work with Mr.Russo. <br /> Following discussion with regard to the time table involved, Mr. Russo requested that the <br /> matter be tabled until the Council meeting of February 26, 1996 to allow time to work out a <br /> possible alternative to the parking situation. <br /> The Committee then returned to the presentation of Bill No. 62-95 the zoning request for <br /> the property located at 710 East Wayne Street. Mr. Richard Morgan the attorney for the <br /> petitioner made the presentation.He stated that the proposal would be for an 18,000 sq,ft. <br /> class A office building which would cost between 2 and 2 and a half million dollars. <br /> Following discussion, Council Member Luecke made a motion, seconded by Council <br /> Member Varner that Bill No. 62-95 be recommended favorably to Council. The motion <br /> passed. <br /> Under miscellaneous business Mr. John Byorni then introduced that new Staff Planner of <br /> the Area Plan,James Voll to the Committee. <br /> • <br />
