(LFA) is pleased to submit our Letter of Interest (LOI) to <br />provide construction inspection services on the Coal Line Trail — (Phase IIB) Project. <br />Calling upon more than 35 years of LPA/INDOT construction inspection experience as <br />well as our recent/ongoing experience with the City of South Bend on Phase I of Coal <br />Line Trail, the LFA team stands behind its proven project approach that focuses on client <br />satisfaction, proactive inspection, and outward communication. LFA is ready to lead this <br />project with the City of South Bend. Your vision, becomes our vision. <br />Our locally-owned firm, in the heart of South Bend, is just 5 minutes from the <br />project site. Not only are we managing Phase 1 of Coal Line Trail; we also have the <br />reputation, experience, capacity, and flexibility to provide valuable management and <br />project continuity to this Rails-to-Trails project. Huss, PE <br />President / Construction Director Business Development Director <br />Construction Team <br />The proposed LFA Team will be led by Ric Riemke, P.E., maintaining <br />continuity from the successful completion of Phase I of Coal Line Trail, <br />and will be bolstered by the addition of Randy Kilbase and Carter Vravis. <br />This Team has nearly 100 years of collective engineering and construction knowledge <br />and has significant Bridge Rehabilitation experience; making this group ideal to <br />manage the conversion of the rail bridge to a pedestrian facility. (See pages 2-4 for <br />Organizational Chart and supporting resumes.) <br />Capacity to Perform Work <br />With an anticipated September 2022 Letting Date, a September 1, 2023, <br />Intermediate Completion Date, and a May 1, 2024, NOT Completion <br />Date; LFA will focus its fullest attention on the critical path items to <br />meet contract goals. The LFA Team will target on-schedule adherence <br />by addressing potential schedule impacts such as long lead procurement items and <br />permitting time restrictions. This LFA team has depth and breadth of experiences <br />in bridge, trails, waterway permitting, ADA requirements and hard-scape features to <br />ensure this project’s success. (See pages 5 through 8 for the Project Understanding <br />& Approach.) <br />$$Cost Savings <br />LFA was selected for inspection of Phase II Coal Line Trail that was <br />subsequently split into two Phases to accommodate the current <br />bidding climate. Both Phases are to be completed in the 2023-24 <br />construction seasons and can be managed, as previously planned, by <br />one inspection team. LFA proposes one team to lead both projects, thereby eliminating <br />the need for a second and separate inspection team to lead Phase IIB. This would <br />result in an appreciable savings for the City. (See pages 5 through 8 for our Project <br />Understanding and Project Approach.)
