'ommittuu Ztport <br /> ZONING AND VACATION COMMITTEE <br /> 'go tbt Common £oun ii of the eitv of ikutb tub: <br /> The January 25, 1993 meeting of Zoning and Vacation Committee was called to order by <br /> its Chairperson, Council Member Lee Slavinskas at 4:30 p.m. in the Council Informal <br /> Meeting Room. <br /> Persons in attendance included Council Members Luecke, Coleman, Puzzello, <br /> Washington, Kelly, Slavinskas, Zakrzewski, Duda and Ladewski; John Byorni, Fred <br /> Holycross, John Oxian, Joyce Boyler, Robert Canfield, Larry Magliozzi,Don Porter, Mr. <br /> Niespodziany, and Kathleen Cekanski-Farrand. <br /> It was noted for the record that Bill Nos. 46-92 (historic landmark proposal for 405 East <br /> Ewing - Riley High School) and 101-92 (historic landmarkd request for 804 North <br /> Lafayette - Madison Elementary School) would be continued indefinitely. Following <br /> remarks by Mr. Oxian, Council President Luecke noted for the record that in light of the <br /> upcoming Council Meeting which would be lengthy in light of the State of the City <br /> Address, that there was an agreement to continued these proposed landmarks to a date in <br /> the near future. <br /> Council Member Slavinskas also noted that Bill No. 120-92 was being requested by the <br /> Petitioner to be continued to the meeting of February 8, 1993. <br /> Council Member Slavinskas noted that the next item to be reviewed is substitute Bill No. <br /> 84-92 which is a proposed historic district establishment for the property located at 514 <br /> East Indiana Avenue. <br /> Mr. Oxian made the presentation. He noted that the property in question has some <br /> maintenance problems. He also noted that the resident of the property is elderly, however <br /> has been involved in the overall process. In response to questions raised by Council <br /> Member Puzzello and Council Member Ladewski,it was noted that the overall maintenance <br /> problems could be corrected with approximately $2,000.00 worth of improvements. Mr. <br /> Oxian also stated that he hoped that "landmark status" would be traced through abstracts in <br /> the future. <br /> Council Member Ladewski requested a copy of a listing of all historical landmarks in both <br /> the City and St. Joseph County. <br /> Joyce Boyler of 1606 Hillsdale questioned whether the owner of the property is desirous of <br /> this historic designation. She voiced concern in light of the fact that she is elderly. <br /> Mr. Oxian stated that he met with the resident at her home and that she had agreed to sign a <br /> consent form. He also stated that he does not believe that properties become devalued upon <br /> receiving such a status. <br /> Following further discussion, Council Member Coleman made a motion, seconded by <br /> Council Member Puzzello, that Substitute Bill No. 84-92 be recommended favorably to <br /> Council.
