fInmmtttiiernrt <br /> HUMAN RESOURCES AND ECONOMIC DEVELOPMENT COMMITTEE <br /> tan the Tlmmown Qloonrtt of tip ettg of*until limb: <br /> The January 28, 1991 meeting of the Human Resources and <br /> Economic Development Committee was called to order by it's <br /> Chairperson, Council Member Steve Luecke, at 4 : 18 p.m. in <br /> the Council Informal Meeting Room. <br /> Persons in attendance included Council Members Luecke, <br /> Niezgodski, Duda, Soderberg, Puzzello, Slavinskas, <br /> Zakrzewski, Coleman, and Ladewski; Elizabeth Leonard, Jon <br /> Hunt, Don Porter, and Kathleen Cekanski-Farrand. <br /> Council Member Luecke began the meeting by welcoming new <br /> Council Member, Eugen Ladewski, to his first official <br /> Committee Meeting of the South Bend Common Council. <br /> Council Member Luecke noted that the meeting was called to <br /> review Bill No. 5-91 which would appropriate $92 , 000. 00 <br /> among various accounts within the Department of Economic <br /> Development. <br /> Elizabeth Leonard, the Director of Financial and Program <br /> Management, stated that $30, 000. 00 will pay for engineering <br /> services for various Economic Development projects, <br /> $31, 000. 00 will be spent on planning activities in <br /> compliance with the Mayor's Housing Form recommendations, <br /> $6, 000. 00 will be spent to assist on the purchase of a <br /> computer mapping system, and $15, 000. 00 will be spent for <br /> temporary staff support for the Division of Human Rights. <br /> Council President Niezgodski questioned whether the <br /> $15, 000. 00 appropriation was in response to his concern over <br /> the backlog of cases. Mr. Hunt stated that the monies <br /> involved would be in addition to the staffing vacancies. <br /> Council Member Puzzello also stressed the need to address <br /> the 2 to 3 year backlog currently within the Division of <br /> Human Rights. <br /> Council Member Slavinskas questioned the funding source and <br /> was advised that it was program revenue. Council Member <br /> Luecke noted that there were basically funding sources <br /> involving Urban Development Action Grant Reimbursement Funds <br /> (UDAG) namely; the Ethanol Plant; One Michiana Square; and <br /> the 1st Source - Marriot Complex. <br /> Council Member Luecke addressed several items regarding the <br /> $41, 000. 00 appropriation for Plan activities, which would be <br /> in compliance with the Mayor's Housing Form recommendations. <br /> Mr. Hunt noted that it would be citywide and would address a <br /> housing plan and a neighborhood plan. <br />
