thnnmtt rr Wirpnrt <br /> HUMAN RESOURCES AND ECONOMIC DEVELOPMENT COMMITTEE <br /> Ma the Motown Council of the Qlttg of*outs Bead: <br /> The February 26, 1990 meeting of the Human Resources and <br /> Economic Development Committee was called to order by its <br /> Chair Person Council Member Steve Luecke at 4: 50 p.m. in the <br /> Council informal meeting room. <br /> Persons in attendance included Council Members: Niezgodski, <br /> Soderberg, Voorde, Duda, Luecke, Puzzello, Zakrzewski, and <br /> Coleman; Jon Hunt, Beth Leonard, John Leisenring, Michelle <br /> Russel, Marsha Townsend, Don Porter, and Kathleen Cekanski- <br /> Farrand. <br /> The first item on the agenda was to review Bill No. 14-90 <br /> which would appropriate $150, 000. 00 from the Economic <br /> Development State Grant Fund to be administered by the <br /> Department of Economic Development. Michelle Russell, an <br /> Economic Development Specialist with the Department of <br /> Economic Development then reviewed the Bill. She noted that <br /> the Indiana Department of Commerce awarded to the City an <br /> Investment Incentive Program Grant to facilitate a project <br /> with Miles Laboratory, Inc. The funds would be placed in <br /> the City's Economic Development State Grant Fund and would <br /> be used for the renovation of the Miles facility and <br /> equipment purchases. The appropriation ordinance is <br /> necessary to complete the local process. The Department of <br /> Economic Development will administer the funds. <br /> In response to a question raised . by Council Member Luecke, <br /> it was noted that the processing of such a grant by the <br /> State of Indiana was indeed cumbersome and the money has <br /> still not yet been received. <br /> Following further discussion, Council Member Duda made a <br /> motion seconded by Council Member Voorde that Bill No. 14-90 <br /> be recommended favorably to Council. Beth Leonard then <br /> briefly summarized Substitute Bill No. 110-89 which would <br /> appropriate $2,879,8832 from the Community Development Block <br /> Grant Fund for the purpose of defraying the expenses of the <br /> Department of Economic Development. She noted that this <br /> Bill was discussed at the Committee meeting of February 15, <br /> 1990. She also reviewed Substitute Bill No. 112-89 which is <br /> an ordinance to transfer $110, 1168 among various accounts <br /> within the Department of Economic Development. She noted <br /> that the purpose of the Substitute Bills were as a result of <br /> a shift in the administrative costs and changes in the <br /> funding sources. <br />
