Human Resources and Economic Development Committee <br /> February 26, 1990 <br /> Page 2 <br /> Council Member Luecke noted that in Bill No. 110-89 Carter <br /> Wolfe had initially asked for an additional $10, 000 for the <br /> Center City Associates request which is currently listed on <br /> page 2 of the Substitute Bill under City Development Project <br /> No. CD90-602 in the amount of $5, 000. Council Member Luecke <br /> also noted that the entitlement was cut by approximately <br /> $118,000 but due to other funding sources there actually <br /> will not be a loss realized. Council Member Luecke then <br /> questioned the sheet addressing the projected 1990 funds <br /> with regard to a $25, 000 figure. Beth Leonard stated that <br /> she would verify the amounts prior to the formal Council <br /> meeting this evening. <br /> Council Member Luecke also noted for the record that he is <br /> currently employed by South Bend Heritage Foundation which <br /> is one of the proposed recipients under Substitute Bill no. <br /> 110-89 . He noted that he has filed the appropriate <br /> documents with the State of Indiana and locally with regard <br /> to this conflict of interest. <br /> Following further discussion Council Member Voorde made a <br /> motion seconded by Council Member Zakrzewski that Substitute <br /> Bill No. 110-89 be recommended favorably to Council. The <br /> motion passed. <br /> Council President Zakrzewski then made a motion seconded by <br /> Council Member Duda that Substitute Bill No. 112-89 be <br /> recommended favorably to Council. The motion passed. <br /> The Committee then heard final comments on Bill No. 15-90 <br /> which would transfer $627, 312 among various accounts within <br /> the Department of Economic Development. It was also noted <br /> that this Bill was discussed at the Committee meeting held <br /> on February 15, 1990. Following further discussion, Council <br /> Member Duda made a motion seconded by Council Member Voorde <br /> that Bill No. 15-90 be recommende favorably to Council. The <br /> motion passed. <br /> Beth Leonard then reviewed Bill No. 13-90 which would <br /> appropriate $343, 600 to various accounts within the <br /> Department of Economic Development. She noted that the <br /> funds are from the Urban Development Action Grant and would <br /> be utilized as follows: $243, 600 would be used to buy out <br /> Community Development Block Grant Funds currently being used <br /> in the Neighborhood Business Development Corporation's <br /> Revolving Loan Program; and $100, 000 would be set aside for <br /> predevelopment costs for appraisals, surveys, environmental, <br /> engineering, and market studies related to future economic <br /> development projects within the City. <br />
