• <br /> enitomn Erpnrt <br /> Ms the Munn= fQOunal ,of t P CV s£i3tutt4 $rnd: JOINT COMMITTEE MEETING OF THE PUBLIC <br /> WORKS AND RESIDENTIAL NEIGHBORHOOD <br /> COMMITTEES <br /> The joint committee of the Public Works and Residential <br /> Neighborhoods Committees were called to order by the Residential <br /> Neighborhood' s Chairman, Councilman Thomas Zakrzewski at '4 :20 p.m. <br /> on March 10, 1986 in the Council informal meeting room. <br /> Persons in attendance included: -Councilmen Barcome, Zakrzewski, <br /> Voorde, Braboy, Paszek, and Puzzello; Kathy Barnard, Jack Matthews, <br /> Ann Kolata, Eugenia Schwartz, Marva Leonard, Kathleen Cekanski-Farrand, <br /> and the news media. <br /> Councilman Zakrzewski noted that the purpose of the meeting <br /> was to review Bill No. 22-86 which would amend Chapter 6 of the <br /> Municipal Code addressing buildings. <br /> Kathy Barnard then gave a presentation regarding the proposed <br /> ordinance. She noted that the State is currently adopting updated <br /> rules and regulations addressing various building codes. She noted <br /> that the current ordinance proposed would adopt by reference the <br /> following: Indiana Building Code, Indiana Swimming Pool Regulations, <br /> Indiana Administrative Rules, and the Indiana Handicap Accessibility <br /> Code. She noted that the Building Commissioner would take over the <br /> role of Plan Review at the local level and also would issue certificates <br /> of occupancy. <br /> It was also noted that fire limits and fire districts would be <br /> addressed by this ordinance. It would also redefine "vacant structures <br /> and would change the time period from ten days to five days in the <br /> bill. The exception to this would be structures destroyed by fire <br /> which would require immediate boarding. Mr. Jack Matthews then reviewed <br /> some of the details of the various regulations incorporated within <br /> the proposed bill. <br /> It was noted in response to questions raised by the Council <br /> Attorney that the copies of the codes adopted by reference would be <br /> housed in the Department of Code Enforcement because of the many <br /> questions that are raised by the public. It was further noted that <br /> the Redevelopment had reviewed the proposed bill and Ann Kolata <br /> stated that both she and Mr. Hunt and the staff were very much in favor <br /> of the bill as it is currently proposed. <br /> Mr. Jack Matthews further noted that the fire department had <br /> been involved with the drafting of the bill and was in agreement with <br /> the fire limits and fire district terminology. In response to a <br /> question from Councilman Voorde he noted the sprinkling requirements. <br /> Councilman Braboy questioned whether fire lanes were addressed <br /> by the various codes and she was assured that they were. <br /> rut PRESS .tlefou PUBLISHING CO. <br />
