coutlntUrr itrlport <br /> PERSONNEL AND FINANCE <br /> lh3 the Mom= Olounrii of tltr Olitg of Doutli Alta: <br /> • <br /> The August 8, 1985, meeting of the Personnel and Finance Committee <br /> was reconvened at 1: 30 p.m. in the Council informal meeting room <br /> by its Chairman Councilman Ann Puzzello. <br /> Persons in attendance included Councilmen: Serge, Voorde, <br /> Puzzello, Braboy, and Zakrzewski, Mike Vance, Carol Sanders, Kathy <br /> Barnard, Skip Yoder, Dave Sypniewski, Kathleen Cekanski-Farrand, <br /> and individuals' listed below each department heading. <br /> Councilman Puzzello: noted that the meeting was called to <br /> continue the review of the proposed 1986 budget. <br /> DEPARTMENT OF CODE ENFORCEMENT Page 39 -$706,147 13. 7 increase <br /> Kathy Barnard noted that the budget was prepared by looking at • <br /> long-term goals. There are 26 employees, and one staff person was <br /> taken away in 1985, but that one.(l) new inspector was being requested <br /> for 1986. She noted that line item 120 temporary wages was new <br /> and that $12,240 was being requested for summer help. Line item 130 <br /> overtime is up 302, 5 from $1,118 to $4 ,500 for assi_tance in <br /> neighborhood cleanups at time and one-half. <br /> Mrs. Barnard also noted that ,35% of •her entire budget is funded <br /> by Community Development.. This included: <br /> • <br /> $200;000. . administrative expenses and inspection services <br /> 130,0.00 clean-up expenses <br /> 40,000 demolition expenses <br /> 40,000 repair fund <br /> $410 ,000 total <br /> Councilman Beck voiced concern over uneven enforcement policies , <br /> and questioned the policy of taking pictures the day of the hearing. <br /> Mrs. Barnard noted that the photo policy is required and that her <br /> department tried to be fair regarding enforcement. Councilman Braboy <br /> voiced ,concern over not enough enforcement especially in the West. <br /> Washington area and by the Sandock Building. Councilman Serge noted <br /> that Pro-Photo had contacted him regarding possible savings in the <br /> photo expense area, however it was noted that the instant photo _pro- <br /> cedure was much better since film would be wasted if they had to use. <br /> 35mm. <br /> Councilman Beck voiced concern over the continuing problems of <br /> Bridget McQuire' s and the American Plasma facility. She also noted <br /> dissatisfaction at the time of the Penny Saver hearing. Mrs. Barnard <br /> noted that her department is attempting to set up similar time tables <br /> as the McQuire' s case in the blood plasma situation, and that the <br /> new building commissioner is cooperating. Councilman Serge noted that <br /> before Code Enforcement councilmen had more contact with the public, <br /> ' but that now the department took care of many Of the nuisance calls. <br /> Mrs. Barnard noted that the Humane Society requested $.142, 000 <br /> for 1986 , lout that she had proposed $139 ,000 (copy of letter attached) . <br />
