Personnel and. Finance Committee Meeting <br /> Thursday, August 8, 1985 page 2--- <br /> Councilman Beck stated that she believed that the citizens of South <br /> Bend should not have to pay double taxes for animal control. She <br /> voiced concern that the Humane Society does not itemize its costs . <br /> Councilman Puzzello questioned whether the County pays their fair <br /> share of these costs. <br /> Councilman Braboy questioned the monitoring of the clean-up <br /> crews and noted her dissatisfaction with much of the mowing work. <br /> She also stated that the automobile repair ordinance needed more <br /> teeth in it and better enforcement. Councilman Zakrzewski noted <br /> that he would provide a list of problem areas in his district. In <br /> response to a question from Councilman Serge, it was noted that <br /> the City could begin enforcement of the abandoned vehicle ordinance <br /> when the vehicles are left 30 days on private property and 72 hours <br /> on public property. Councilman Serge noted a problem with an <br /> abandoned vehicle on McCarthy Street. <br /> JUNK VEHICLES Page 81 $21,600 up 66.1% from $12,900 in 1985 <br /> Mrs. Barnard noted that revenue is collected to help offset <br /> this budget. <br /> HEARING OFFICER page 33 $29-, 002 up 2. 9% from 1985 <br /> It was noted that Larry Clifford has been used as a special <br /> hearing officer, and that to date he has not billed the City for <br /> his services. <br /> MAYOR Page 1 $124 , 764 up 8.2% from 1985 <br /> Mr. Vance reviewed the budget in light of the Mayor' s absence <br /> and Mr. Hartzer being unavailable. <br /> Councilmen Serge and Beck noted that the Mayor needs more <br /> money for promotion. The receptionists are budgeted in the Controller' s <br /> budget. They now use two persons on a split-time arrangement. Coun- <br /> cilman Beck noted that a travel claim policy was being requested <br /> by the State Board of Accounts. <br /> ,CITY CONTROLLER Page 2 '$2, 437-,-1.32 up 13.4% FROM 1985 <br /> Mr. Vance noted that they have one person less for next year. <br /> The events coordiantor at $16 ,268 would be a new position, and that <br /> there would be 2 and 1/2 people in events. Carol. Sanders then <br /> reviewed the proposed budget.
