r(tnmttirin Erpnri <br /> WV tilc (IImMIwn Qlounril atilt (Mg at$nutll NMI): HUMAN RESOURCES AND ECONOMIC DEVELOPMENT <br /> COMMITTEE <br /> The January 24 , 1983 meeting of the Human Resources and Economic <br /> Development Committee was called to order at 4 :00 p.m. by its Chairman <br /> Councilman Robert Taylor in the Council informal meeting room. <br /> Persons in attendance included: Councilmen Crone, Harris, Taylor, Voorde, <br /> Beck, Serge, Szymkowiak, McGann, and Zielinski; Colleen Rosenfeld, Jon Hunt, <br /> Ann Koltta, George Divjak, Roger Baele, Jim Wensits, and Kathleen Cekanski- <br /> Farrand. <br /> Councilman Taylor noted that the purpose of the meeting was to continue <br /> the discussion of the proposed community development activities. <br /> Colleen Rosenfeld then reviewed a hand out entitled Preliminary 1983 <br /> CD Budget. She reviewed the listings of activities for the 1983 entitlement <br /> and the 1983 annualized progams. She noted that progam income or re-programed <br /> funds are taken care of the monies needed for the activities listed under the <br /> annualized category. <br /> • <br /> Councilman Serge questioned when the tennis courts would be corrected <br /> at Mussell Park which have had problems for 8-12 years. Jon Hunt stated he <br /> would again contact Jim Seitz. Councilman Szymkowiak questioned the <br /> $10, 000 request for LaCasa, and was informed that their original request <br /> was for $25, 000 and that The project may not qualify but will be checked. <br /> The Section 108 loan would bring the City up to date on a four year <br /> payment schedule. 1. 9 million dollars was the original amount of the loan <br /> which was used primarily for the East Bank and Monroe-Sample. It was noted <br /> that loans ,are permitted up to three times the entitlement amount. <br /> Councilman Crone requested a "spread sheet" on all of the listed <br /> projects showing a breakdown for the use of the requested funds. <br /> Roger Baele briefly explained the Rum Village Association request for a <br /> brochure. Councilman Taylor noted that some may see such a project as setting <br /> a precedent when there are more basic needs needing such funds. CAC ranked <br /> it high however it may not be within the guidelines. Councilman Beck supported <br /> the idea especially since they lost their school. <br /> Councilman Voorde asked several questions regarding the general street <br /> improvement projects. <br /> The next step would be a public hearing on January 31, 1983 in the <br /> Board of Works meeting room on the "proposed statement. " A resolution would • <br /> then be filed with the Common Council for action at its meeting of February <br /> 28th. <br /> Councilman Taylor then updated the Committee on his "last ditch appeal" <br /> to have a letter sent out to the largest hotel-motel chains throughout the <br /> Country regarding the Quality Inn. At tonights meeting there is a first reading <br /> on Bill No. 152-82 which Councilman Taylor would like to have set for <br /> February 28, 1983. He noted that he sees the hotel use as the best use for <br />
