01Minnittre Rood <br /> On tie Comm (louiutl of Up etitt of$outl rnd: <br /> Human Resources and Economic Development Committee <br /> The July 28, 1980 meeting of the Human Resources and Economic <br /> Development Committee of the Common Council was called to order by <br /> its Chairman, Councilman Voorde at 4:30 p.m. in the Council <br /> meeting room. Persons in attendance included the following: <br /> Councilmen Taylor, Crone, McGann, Szymkowiak, Voorde, and Serge; <br /> Citizen members Christopher Davey and Marc Brammer; Attorney William <br /> Voor, Attorney Ernest Szarwark, Mr. Robert Batteast, Attorney <br /> Graham Neilson, and Council Attorney Kathleen Cekanski-Farrand. <br /> Councilman Voorde explained that the purpose of the meeting <br /> was to review the two C2) tax abatement petitions referred to the <br /> Committee from the Redevelopment Commission. <br /> 1) 3401 Ardmore Trail Tax Abatement PetitiOn <br /> The first petition reviewed by the Committee was proposed by <br /> Beacon Heights for the property located at 3401 Ardmore Trail. <br /> Afterreva,ewing the petition, pictures, favorable report from the <br /> Redevelopment Commission, and accompanying documentation, the <br /> Committee requested the petitioner' s attorney to give a brief <br /> presentation. Mr. Voor explained that 5 1/2 million dollars would <br /> be spent on improving the units. There are presently 150 units <br /> which will be totally renovated; plus 24 new units will be built. <br /> Mr. Neilson, an Elkhart attorney, stated that the actual <br /> ownership of the complex will be a limited partnership by the name <br /> of Givens-,Grables,.. The complex will be managed by Glick and Company. <br /> Mr. Neilson stated there will be a 40 year mortgage; and that the <br /> equity is strictly controlled by HUD and limited to ten percent <br /> of the. mortgage. A yearly performance review of the complex <br /> will be submitted to the South Bend Housing Authority, <br /> Following a series of questions and answers, Councilman <br /> McGann made a motion that 3401 Ardmore Trail be recommended <br /> favorably to the Council as an- urban development area qualifying <br /> for tax abatement consideration.. The motion was seconded by <br /> Councilman Taylor, and unanimously accepted by voice vote of the <br /> committee. <br /> 2) 2100 West Washington Avenue Tax Abatement Petition <br /> Councilman Voorde then presented the petition, pictures, <br /> favorable report from the Redevelopment Commission, and accompanying <br /> documentation on the tax abatement petition for 2100 West Washington <br /> Avenue. <br /> The attorney for the petitioner, Mr. Ernest Szarwark, then <br /> presented a brief review Of the project.
