Crone at 6:30 p.m. in the Council meeting room. <br /> Persons in attendance included the following: Councilmen Beck, <br /> Kopczynski, Szymkowiak, Taylor, McGann, Crone, Voorde, and Dombrowski; <br /> Jane Swan, -Lois Kress, James Seitz , John Leszezynski, Mayor Parent, <br /> Jon Hunt, Fire, Chief Brassell , Uniform Division Chief Charles Hurley, <br /> Shaun Watt, Marchment Kovas, Michael Vance, and Council-Attorney Kathleen <br /> Cekanski-Farrand. <br /> The purpose of the meeting was to discuss the proposed General <br /> Obligation Bond. <br /> Chairman Crone acknowledged that Councilman Kopczynski is <br /> officially on the Personnel and Finance Committee, <br /> Chairman Crone then directed the Committee's attention to the <br /> 1980 G.O. Bond Worksheets received at the Mayor/Council Caucus on <br /> October 16 , 1980. The Committee then reviewed the proposals by depart- <br /> ments. <br /> Police Department <br /> $559,500 is the proposed total in the bond issue, with <br /> $289,500 for 1981, and $310,000 for 1982, <br /> The Committee was informed by Uniform Division Chief Hurley <br /> that: the average beat car has a 14 month lift; two years of the <br /> uniform fleet would be addressed, and that presently the department <br /> is not realizing much of a difference in mileage between the V-8 's and <br /> Councilman Kopczynski suggested that the City should keep pursuing <br /> the concept of keeping the tax rate frozen but to unfreeze the levy, <br /> and thereby allow the City to take advantage of new growth and new <br /> assessments. He also suggested replacing the word "pistols" with <br /> "revolvers. " <br /> Councilman Dombrowski questioned the City's policy of police <br /> cars going out of the City, Mayor Parent stated it may be good to reduce <br /> the numbers of cars going home, but the savings that would be realized <br /> would not be significant. He stated he would continue to look into <br /> the matter with Chief Thompson. <br /> It was learned that under the Radio equipment and page system <br /> item proposed at $45,625; that this would allow replacement of the <br /> console in the Police Department and one additional satellite antenna. <br /> Presently, the City is renting the page system, <br /> Councilman Voorde questioned whether an additional $13 , 000 <br /> would be needed in the Communications Department, however, the <br /> Administration was unaware of such a request. <br /> PRE[ PREEE , PUOLISHINO CO. <br />
