(LFA) is pleased to submit this Letter of Interest (LOI) <br />to provide construction inspection services on the Coal Line Trail — (Phase II) Project. <br />Utilizing over 35 years of LPA/INDOT construction inspection experience and our <br />recent/ongoing experience with the City of South Bend on the Phase I of Coal Line <br />Trail, the LFA team stands behind its proven project approach that focuses on client <br />satisfaction, proactive inspection, and outward communication. LFA is ready to lead <br />this project with the City of South Bend to successfully realize its vision for this project. <br />Our locally-owned firm, in the heart of South Bend, is just 5 minutes from the <br />project site. Not only are we managing Phase 1 of Coal Line Trail; we also have the <br />proven track record, capacity, and flexibility to provide successful management and <br />project continuity to this Rails-to-Trails project. Huss, PE <br />President / Construction Director Business Development Director <br />94% Repeat Client Service Record <br />Construction Manager <br />Ric Reimke is managing Phase 1 of Coal Line Trail and has successfully <br />managed many LPA and INDOT Projects across northern Indiana <br />including multi-use path and bridge projects in the LaPorte District over <br />his 31 years of experience. Ric will lead an LFA inspection team that is INDOT and <br />SiteManager certified and will be assisted by Don Dietz who is familiar with what the <br />City of South Bend expects from their construction managers and construction project <br />deliverables. (See page 3 for Ric’s resume.) <br />Capacity to Perform Work <br />With an anticipated January 2022 Letting Date and an August 26, 2022, <br />Contract Completion Date, LFA will focus its fullest attention on the <br />project aspects to ensure meeting contract goals. The LFA management <br />staff will focus on pushing schedules and addressing potential schedule impacts like <br />long lead procurement items and permitting time restrictions. The identified LFA team <br />has the depth and breadth of experiences in bridge, trails, permitting, ADA requirements <br />and hard-scape features to ensure this project’s success. (See pages 2 through 4 for <br />the Project Organizational Chart and supporting resumes.) <br />Project Approach <br />The second phase of this multi-use path project will require close <br />coordination with the impacted residents and the traveling public to ensure <br />that schedule and proper communication is maintained. This includes <br />maintaining pedestrian and vehicular traffic as well as ensuring all ADA and access <br />requirements are achieved both during construction and for the completed project. <br />Proactive construction management, timely/consistent documentation and technical <br />proficiency will be primary factors to ensure a successful project.
