(LFA) is pleased to submit this Letter of Interest <br />(LOI) to provide construction inspection services on Phase 1 of the Coal Line Trail <br />Project. Utilizing over 35 years of LPA/INDOT construction inspection experience <br />and our recent/ongoing experience with the City of South Bend on the Bendix Drive <br />Reconstruction Project, the LFA team stands behind its proven project approach that <br />focuses on client satisfaction, proactive inspection, and outward communication. LFA <br />is ready to lead the City of South Bend in successfully realizing its vision for this project. <br />Located in the heart of South Bend, LFA is a locally owned firm with local Employees <br />and Construction Staff. In fact, our office is 5 minutes from the project site. We have <br />the proven track record, capacity, and flexibility to provide successful management of <br />this rails to trails project. Huss, PE <br />President / Construction Director Business Development Director <br />94% Repeat Client Service Record <br />Construction Manager <br />With over 31 years of experience, our overall construction manager, <br />Ric Reimke, has successfully managed many LPA and INDOT Projects <br />across northern Indiana including multi-use path and road reconstruction <br />projects in the INDOT LaPorte District. Ric will lead an LFA inspection team that is <br />INDOT and SiteManager certified and will be assisted by Don Dietz who is familiar <br />with what the City of South Bend expects from their construction managers and <br />construction project deliverables. (See page 3 for Don’s resume.) <br />Capacity to Perform Work <br />With an anticipated March 2021 Letting Date and an August 15, 2021 <br />Contract Completion Date, LFA is fully aware of the need to maintain <br />our fullest attention on the project to meet the contract goals. Adding <br />American Structurepoint as additional partner allows LFA management staff to <br />maintain focus on pushing schedule and addressing potential schedule impacts like <br />Utility Relocations. The identified LFA team has the depth and breadth of experiences <br />in roadway, trails, drainage, utilities, and hardscape features to ensure this project’s <br />success. (See pages 2 through 5 for the Project Organizational Chart and supporting <br />resumes.) <br />Project Approach <br />This multi-use path project will require close coordination with the <br />impacted utilities, schools, residents and businesses to ensure that <br />schedule and proper communication is maintained. This includes <br />maintaining pedestrian and vehicular traffic as well as ensuring all ADA and access <br />requirements are achieved both during construction and for the completed project. <br />Proactive construction management, timely/consistent documentation and technical <br />proficiency will be primary factors to ensure a successful project. (See pages 6 <br />through 8 for our Project Understanding and Project Approach.)
