787 <br />Tuesday February 7th IQPP <br />Board met in regular session at 10:00 A.M. All members present. <br />Mr. Hugh P. Dunnahoolof the American Surety Company appeared, <br />before the Board and took up the matter of insurance on Boilers in the City Water <br />Works and City Hall. This matter was referred`to J. W. Toyne Superintendent of/the <br />City Water Works Department. <br />Harry Polis appeared before the Board and presented petitions <br />for improvements and by unanimous consent of the Board resolutions were.ordered prepared <br />on same, <br />u <br />Sidewalk on Portage Avenue from Elwood Avenue to 650 feet north of <br />Anderson Avenue. <br />Grade,.curb and walko-inderson Avenue from Elwood Avenue to McCartney Street. <br />Grade, curband walk on McCartney Or King Street from Portage Ave. <br />tz west'to Muessel's. <br />Sidewalk on Elwood Avenue west of Portage Avenue. <br />The following communication received read and placed on file <br />and by motion of L. P.- Hardy that Clerk answer said letter and acknowledge Board's <br />thanks and appreciation of said letter., Same carried. <br />February 1st., 1922. <br />Board of Public Works <br />South Bend, Indiana. " <br />Dear. Mr..Slaughter: Attention: Mr. Slaughter,, Pres. <br />First of.all I desire to congratulate your -Bard on the business -like <br />manner that it is starting out on its'z duties. I hope, with your permission, to be able <br />from time to,time to make suggestions, and I know that they will be treated as suggestions <br />and not criticitsms. <br />First:- During the time that I was President of the.Board we went <br />over the stteet signs of the City and placed a.sign on every street corner. The expense <br />was not great and yet the results were well worth while. Our Board received a great many <br />compliments on taking care.of the situation as it then existed. I notice that the street <br />markings are getting in'very bad shape, and we have a great many strangers in out City, <br />and I believe they should all be gone over and a street sign placed on every street ccrner <br />of consequence in the City. You will find that this wiil1be appreciated by every citizen, <br />and especially by physicians and business men who have delivering to do. <br />Second,$When our board took officer, bids had been received on only <br />one kind of asphalt, the Trinidad, or the Natural asphalt, After a year or so we found th <br />that the Oil Asphalt had every quality that the Natural asphalt did and made equally, is <br />not better paving surface. We, from that time on, secured bids on both kinds and then <br />used our judgement on which bid to accept. I hope that your Board will do that. It will <br />stdLmulate competition bidding and in the end will mean a very deciddd reduction in prices. <br />Third: When you have time I hype you will give the gmabage situation <br />your evarnest consideration, Garbage has a real value, and it'seems just a little wasteful <br />not to capitalize this. value. I have secur64 some information on the question of garbage <br />from varbnus cities which I am Still keeping, and sometime when you desire,to give the <br />matter consideration I will be glad to turn this onforrmation over to you. <br />I hope you will accept the above suggestions, in the spirit that they <br />are intended, and thanking you most sincerely , I beg to remain, <br />Yours very truly, <br />EMM. Company pattinpoles in alley at rear of his property. <br />This matter referred to T. H. Beaning Pole andg Wire Inspector to investigate and to <br />settle where poles are to be placed. <br />Property oimer residing at cornerof Indiana Avenue and Leer Street <br />911d appeared before the Board and objected to guy wire being placed on Indiana Avenue <br />near the sidewalk . This permit issued January 10th., 1922 to the Indiana Bell Tel. <br />Co. and this matter was referred to Pole and wire inspector to investigate and no change <br />Made in permit. <br />
