REGULAR MEETING <br />DECEMBER 23,1996 <br />Be it remembered that the Common Council of the.City of South <br />Bend met in the Council Chambers of the County -City Building on <br />Monday, December 23, 1996, at 7:00 p.m. The meeting was called <br />to order and the Pledge to the Flag was given. <br />ROLL CALL Present: Council Members Luecke, <br />Pfeifer, Kelly, Broden, <br />Varner, Zakrzewski, Coleman, <br />Hosinski Sniadecki <br />Absent: None <br />REPORT FROM THE SUB - COMMITTEE ON MINUTES <br />To the Common Council of the City of South Bend: <br />The sub - committee has inspected the minutes of the December 9, <br />1997, meeting of the Council and found them correct. <br />Therefore, we recommend the same be approved. <br />Council Member Coleman made a <br />December 9, 1996 be accepted <br />Council Member Hosinski. The <br />SPECIAL BUSINESS <br />/s/ Roland Kelly <br />/s/ David Varner <br />motion that the minutes of the <br />and placed on file, seconded by <br />motion carried. <br />Council President Kelly announced the reorganization meeting of <br />the Council will be January 6, at 5:00 p.m. <br />Council Member Coleman reported that the Community and Economic <br />Development Committee had interviewed prospective members for the <br />Redevelopment Commission. He made a motion to reappoint Robert <br />Hunt, and to appoint Eugenia Schwartz, for a one year term, <br />seconded by Council Member Zakrzewski. The motion carried. <br />RESOLUTION NO. 2429 -96 A RESOLUTION OF THE COMMON COUNCIL OF <br />THE CITY OF SOUTH BEND, INDIANA, <br />COMMENDING JOSEPH E. KERNAN FOR HIS NINE <br />(9) YEARS OF DEDICATED SERVICE AND - <br />LEADERSHIP AS MAYOR OF THE CITY OF SOUTH <br />BEND, INDIANA <br />Whereas, the South Bend Common Council proudly acknowledges <br />that Joseph E. Kernan has served as Mayor of our fine City for <br />the past nine years; and <br />Whereas, the Council acknowledges that as the Lieutenant <br />Governor -elect for the State of Indiana, Mayor Joe will head the <br />state's economic development efforts and will seek to foster a <br />state that is "safe, attractive, vibrant, inexpensive, strong, <br />fun, stable and healthy ", like the goals he established for the <br />City of South Bend in his State of the City Address to the <br />Council; and <br />Whereas, Mayor Kernan was the first South Bend Mayor to ever <br />win a third four -year term in our City's history, reflecting the <br />popularity and the support of the many programs he and his very <br />able staff have fostered by placing the City on an aggressive <br />mission of being recognized as a model city by the year 2000; and <br />Whereas, some of his many achievements and accomplishments <br />include: the Sister City Program with Czestochowa, Poland; <br />Mayor's Night Out and Mayor's Night In Programs; the Good <br />Neighbors /Good Neighborhoods initiative as well as the multitude <br />of neighborhood programs and revitalized economic commitment to <br />enhance and improve neighborhood activities; stabilizing the <br />
