REGULAR MEETING DECEMBER 23, 1996 <br />City's financial base by improving the City's bond rating to AA; <br />revitalizing the downtown; the opening of Blackthorn Development <br />Area; the College Football Hall of Fame; and enthusiastically <br />supporting and promoting the South Bend Silver Hawks; and <br />Whereas, the dedication and caring attitude of this special <br />-� public servant, who has built his entire career on trust will <br />continue to instill confidence in our state and our citizens. <br />Because of his efforts, we will "celebrate the dawn of a new <br />millennium ", will "be excited about the prospects:, and will be <br />"ready to tackle all of the challenges and excitement that it <br />will bring." <br />Now, therefore, be it ordained by the Common Council of the <br />City of South Bend, Indiana, as follows: <br />Section I. On behalf of all the citizens of the City of <br />South Bend, Indiana, the Common council hereby publicly commends <br />JOSEPH E. KERNAN for his nine (9) years of dedicated and selfless <br />service to all of the citizens of south Bend, Indiana. <br />Section II. The Common Council notes that under Mayor Joe's <br />leadership the keystone has been his commitment of working <br />together to preserve and enhance our community, with the citizens <br />of our community being the true benefactors of his legacy and <br />vision. <br />Section III. The South Bend Common Council wishes Mayor Joe <br />and his wife Maggie, continued success as they take on state -wide <br />issues, and encourage them to return to our City often, since the <br />welcome mat will always be out. <br />Stephen Luecke, Member David Varner, Member <br />Charlotte Pfeifer, Member Thomas Zakrzewski, Member <br />Roland Kelly, Member Sean Coleman, Member <br />John Broden, Member John Hosinski, Member <br />ATTEST; <br />Loretta Duda, City Clerk <br />Kathleen Cekanski - Farrand <br />Council Attorney <br />A hearing was held on the resolution at this time. Council <br />President Kelly read the resolution. Council Member Luecke made <br />a motion to adopt the resolution by acclamation, seconded by <br />Council Member Zakrzewski. The motion carried. <br />RESOLUTION NO. 2430 -96 A RESOLUTION OF THE COMMON COUNCIL OF <br />THE CITY OF SOUTH BEND, INDIANA, <br />COMMENDING STEPHEN J. LUECKE FOR HIS <br />NINE YEARS OF SERVICE AS FIRST DISTRICT <br />COUNCIL MEMBER FOR THE CITY OF SOUTH <br />BEND, INDIANA <br />Whereas, the South Bend Common Council acknowledges that <br />Stephen J. Luecke has proudly served as First District Council <br />Member since January 1, 1988; and <br />
