<br />Be it remembered that the Common Council of the City of South Bend, Indiana, met in Special Session in the
<br />Council Chamgers, City Hall, on Monday, July 31, 1961 at 8:07 P.M. with President Joseph T. Kroll presiding.
<br />The Clerk then read the call for a Special Meeting.

<br />To-the President and Members of the Common Council of the City of South Bend, Indiana;
<br />Gentlemen:
<br />You are hereby notified that under and by virtue of the authority vested in me by law as Mayor`'of. the City of South
<br />Bend, Indiana, a Special Meeting of the Common Council of said City is hereby called to meet in the Council Chambers
<br />in the City Hall at the hour of 8:00 P.M., on Monday, July 31, 1961, for the purpose of considering the following
<br />ordinances, to -wit:
<br />AN ORDINANCE APPROPRIATING MONIES FOR THE PURPOSE OF DEFRAYING THE EXPENSES OF ALL BUDGET - OPERATED
<br />DEPARTMENTS OF THE CIVIL CITY OF SOUTH BEND, INDIANA, FOR THE FISCAL YEAR BEGINNING JANUARY 1, 1962,
<br />AND ENDING DECEMBER 31, 1962, INCLUDING DEPARTMENTS, FUNDS AND COMMISSIONS FOR WHICH MONEY IS APPRO-
<br />PRIATED, IN WHOLE OR IN PART, FROM FUNDS OTHER THAN THE GENERAL FUNDS, OF SAID CITY, TO -WIT: STREET,
<br />TRAFFIC AND PARK DEPARTMENTS, FIREMEN'S PENSION AND POLICEMEN'S PENSION FUNDS, AND THE CITY PLAN AND
<br />URBAN REDEVELOPMENT COMMISSIONS, THE SOUTH BEND, ST. JOSEPH COUNTY BUILDING AUTHORITY AND BUILDING
<br />DEMOLITION, REPAIR AND CONTINGENT FUNDS: PROVIDING THAT SUCH APPROPRIATIONS SHALL INCLUDE ALL OUT-
<br />STANDING CLAIMS AND OBLIGATIONS: FIXING THE SALARIES OF ALL CITY OFFICIALS AND EMPLOYEES, REPEALING
<br />ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT HEREWITH: PROVIDING A TIME WHEN THE SAME SHALL TAKE
<br />EFFECT.
<br />ALSO
<br />AN ORDINANCE FIXING THE TAX LEVY FOR THE YEAR 1962 FOR THE CIVIL CITY OF SOUTH BEND, INDIANA
<br />The Chief of Police or any member of the Police Force is hereby directed to forthwith serve a copy of this notice
<br />on each and every member of the Common Council and make due return of such service of said Call for Special Meeting.

<br />PARK DISTRICT FUND, GENERAL SINKING FUND, HOSPITAL FUND, ART ASSOCIATION FUND
<br />AND THE URBAN REDEVELOPMENT BOND FUND: PROVIDING THAT SUCH APPROPRIATIONS SHALL
<br />INCLUDE ALL OUTSTANDING CLAIMS AND OBLIGATIONS: FIXING THE SALARIES OF ALL
<br />CITY OFFICIALS AND EMPLOYEES, REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES
<br />IN CONFLICT HEREWITH: PROVIDING A TIME WHEN THE SAME SHALL TAKE EFFECT.
<br />Councilman Kroll requested the Clerk to read two changes in the budget and asked the Councilman to change their
<br />budgets accordingly, and the Clerk read as follows: Page 56, Street Department, strike S -251B Repairs of Bridges,
<br />$32,000.00, and insert S -264 Street Sealing and Patching, $32,000.00; Page 100, Urban Redevelopment Bond Fund,
<br />strike .045 and insert .056, total strike .40 and insert .411; and strike 2.8512 and insert 2.8622.
<br />The Ordinance was then given first reading by title, and second reading in full. Councilman Lehman made a motion
