�---tea Qommttt¢ *oat: Zoning an ftttnexation lommitt e The October 23, 2000 meeting of the Zoning and Annexation Committee was called to order by its Chairperson, Council Member Karen White at 4:55 pm in the Council Informal Meeting room. Persons in attendance included Council Members Aranowski, Varner, Kelly, Pfeifer, King, Ujdak, Coleman, White and Kirsits; Citizen Member Isabelle Gonzalez, John Byorni, Michael Hardy,John Oxian, and Kathleen Cekanski-Farrand,Council Attorney. Council Member White noted the members of the Committee. She then noted that the first item on the agenda was Bill No. 87-00 which is a request to annex certain land in Centre Township commonly known as the Royal Oak Estates Annexation. A letter dated October 20, 2000 was sent to the City Clerk by Dean A. Dolph, President of D &H who represents the Petitioner for Bill No. 87-00,requesting that the Bill be continued until the Council meeting of November 13th. The Committee then reviewed Bill No. 67-00 which is a zoning request for the property located at 530 North Lafayette Boulevard. Mr. John Byorni, Assistant Executive Director of Area Plan noted that this property was rezoned last year to permit the construction of a five-story building. Since the Petitioner now desires to construct a seven-story building, the rezoning was necessitated. Mr. Byorni stated that both the staff and the Area Plan Commission send the request to the Council with favorable recommendations. Mr. Michael Hardy of the Barnes & Thornburg law firm made the presentation for the petitioner, the South Bend Medical Foundation. He showed an architectural rendering of the proposed construction by Ziolkowski Construction,Inc. He noted that the Petitioner did meet with the neighbors which resulted in a Chicago-based acoustical engineering firm being hired to minimize sound which may be emitted into the surrounding neighborhood. The generators would be working below the local noise control limits both in the day and night. The zone change would allow the expansion of the existing building for additional laboratories and offices. Following discussion, Council Member Ujdak made a motion, seconded by Council Member Coleman, that Bill No. 67-00 be recommended favorably to Council. The motion passed. The Committee then reviewed Substitute Bill No. 88-00 which is a request to establish historic landmarks for structures and real property located at 2300 Portage Avenue and Bill No. 89-00 which is a request to establish an historic landmark for the property located at 2257 Portage Avenue. Mr. John Oxian, President and Acting Director of the Historic Preservation Commission made the presentation. He noted that Substitute Bill No. 88-00 would designate the Gatehouse, Office Building, Crematory, Columbarium/Receiving Tomb, LaSalle's Landing/St. Joseph Kankakee Portage in Riverview Cemetery as historic landmarks. Mr. Oxian noted that Bill No. 89-00 would designate the Highland Memorial Mausoleum as an historic landmark. Mr. Oxian noted that one cemetery in Centre Township has been designated as historic. He recently attended a meeting of historic preservation administrators and it was noted at this meeting that South Bend and St. Joseph County is well ahead of the rest of the state of Indiana with regard to designating historic landmarks in cemeteries. • Council Member Coleman inquired as to what standards were used in reviewing the
