• <br /> QOmmtttoe port: <br /> Community an eronontir litiniopment Qommttten <br /> The February 26, 2002 meeting of the Community and Economic Development Committee was <br /> called to order by its Chairperson Council Member Karl King at 4:31 p.m. in the Council Informal <br /> Meeting Room. <br /> Persons in attendance included Council Members Aranowski, Pfeifer, White, King, Kirsits, <br /> Ujdak, Varner, Coleman and Kelly; Michael Beitzinger, Michael Urbanski, Sukhjinder S. Virk, <br /> Fire Chief Luther Taylor, Public Works Director Gary Gilot, Terry Bland of the gouth n <br /> t thuni and Kathy Cekanski Farrand, Council Attorney. <br /> Council Member King noted that the first item on the agenda was to review Bill No. 02-12 which <br /> is a three (3) year real property tax abatement request for the property located at 3417 Western <br /> Avenue for Virk Mart, Inc. <br /> Mr. Michael Beitzinger, Assistant Director of Economic Development, reviewed his report dated <br /> February 5, 2002 (copy attached). He noted that the petitioner proposes to renovate the existing <br /> building on the property located at 3417 Western Avenue and would install new gasoline pumps. <br /> The projected is estimated to cost$ 150,000.00. The project would create two (2) new jobs for a <br /> new annual payroll of$ 25,000.00. Over the three (3) years the amount of taxes which would be <br /> paid would be approximately $ 6,001.00 and would abate $ 12,003.00 over this period of time. <br /> The report concluded that the petitioner meets the qualifications for a three(3)year real property tax <br /> abatement under§ 2-79 of the South Bend Municipal Code. <br /> Mr. "Sean" Virk, the owner of the project. requested a favorable recommendation from the <br /> Committee. <br /> No one from the public spoke during the public portion of the Committee's public hearing. <br /> Council Member Ujdak inquired about compliance with the federal mandate regarding underground <br /> storage tanks. Mr. Virk stated that the tanks meet the federal requirements since they were made in <br /> 1998. <br /> Following discussion, Council Member Ujdak made a motion, seconded by Council Member <br /> Varner, that Bill No. 02-12 be recommended favorably to Council. The motion passed. <br /> Council Member King then called for the report on Bill No. 02-13 which is a five (5) year <br /> residential real property tax abatement request for the property located at 4374 Foxfire Drive,4131 <br /> Greenglade Court and 4308 Cross Creek Drive for Garden Homes by E.L., Inc. <br /> Mr. Beitzinger reviewed his report dated February 20, 2002 (copy attached). The petitioner <br /> proposes to build three (3) homes on the lots indicated in the Bill. They would be between 1.036 <br /> to 1,248 square feet and would range between $ 90,000 to $ 110,000 in cost. The report <br /> concluded that the Petitioner meets the requirements for a five (5) year residential tax abatement <br /> under§ 2-77.1 of the South Bend Municipal Code. <br /> Mr. Michael Urbanski made the presentation for the petitioner. He noted that the three (3) lots <br /> would complete this project with contracts being signed for all of the properties. <br /> No one from the public spoke during the public portion of the Committee's public hearing. <br />
